Radiation Safety Officer (RSO)

A Radiation Safety Officer (RSO) is a designated person responsible for ensuring the safe use of radioactive materials and X-ray devices within an organization, including ALARA compliance, training, dose monitoring, and regulatory liaison.

Definition

The RSO is the regulatory point of contact for the radioactive materials license. Responsibilities include personnel training, dosimetry program management, source security, leak testing, emergency response, and regulatory reporting (US: NRC or Agreement State; UK: HSE; etc.).

What it requires

The individual formally appointed to oversee a radiation protection programme — source control and accounting, dosimetry, surveys, training, incident response and regulatory liaison.

How it is implemented

The role carries defined authority as well as responsibility, including the authority to stop work. Where that authority is nominal, the appointment does not achieve what the regulation intends.

Defined in national licensing regulation; competence expectations are informed by IAEA guidance and, in industrial radiography, by the licensing conditions attached to source possession.

Appointing an RSO without the standing to halt operations. Regulators examine whether the authority is real, and the appointment is the first thing reviewed after any incident.
