Outsourced ASNT Level III Support for Pascagoula Shipyards and Fabricators

Ingalls Shipbuilding doubled its distributed shipbuilding workload last year and plans a further 30 per cent rise in outsourced hours in 2026, with six partner yards on destroyers and two on structural units for LPD 32. Those partner yards inherit no Ingalls certifications and no Ingalls procedures. Each stands up its own written practice and its own Level III Examiner.

Pascagoula is a single-prime town with a refinery attached. Ingalls Shipbuilding occupies roughly 800 acres on the Pascagoula River with about 11,500 employees, making it the largest manufacturing employer in Mississippi, and it is builder of record for the Arleigh Burke destroyers and America-class amphibious assault ships and sole builder of the San Antonio class. It is now deliberately pushing structural work outward: distributed shipbuilding workload doubled last year, six partner yards took early work on destroyers 135, 137 and 139, and two hold contracts for eight structural units on LPD 32. Bollinger Mississippi Shipbuilding builds the Coast Guard's Polar Security Cutter a few miles away, and Chevron runs its largest wholly owned refinery across the harbour. Every one of those buyers wants NDT records signed by somebody its own inspector will accept.

Ingalls plans to raise outsourced shipbuilding hours by roughly 30 per cent in 2026 after doubling distributed workload the year before. Every hour that leaves the yard moves NDT acceptance responsibility onto a supplier whose written practice has to exist before the unit ships.

One prime, one refinery, and a supplier base being built at speed

Ingalls Shipbuilding occupies roughly 800 acres along the Pascagoula River and employs about 11,500 people, which makes it the largest manufacturing employer in Mississippi and the state's largest private employer of any kind. It has been building ships on that site for more than 85 years. Ingalls is builder of record for the Arleigh Burke class destroyers and the America class large-deck amphibious assault ships, and the sole builder of the San Antonio class amphibious transport docks. The destroyer Ted Stevens was delivered recently, with further hulls in the water preparing for trials.

A few miles away, Bollinger Mississippi Shipbuilding, the yard formerly trading as VT Halter Marine, is building the Coast Guard's Polar Security Cutter. As of August 2026 the stern sections of the future USCGC Polar Sentinel stood almost four storeys high, positioned to be welded into place. Across the harbour, Chevron operates its largest wholly owned refinery, running around 330,000 barrels a day, with an announced project to lift capacity roughly ten per cent to about 394,000 barrels and to widen the crude slate it can process.

That combination produces a labour market unlike any other maritime metro in the United States. The same welders, radiographers and ultrasonic technicians move between Navy structural steel, Coast Guard icebreaker hull sections and refinery pressure boundary work inside a single county. What does not move between them is paperwork. Each of those three buyers accepts inspection under a different code, and each expects a qualified Level III who has signed against that specific code rather than a general one.

Distributed construction is why supplier qualification is urgent here

The commercially important fact in Pascagoula right now is that Ingalls is deliberately sending work out. The company doubled its distributed shipbuilding workload in the prior year and plans to raise outsourced shipbuilding hours by roughly 30 per cent in 2026, with amphibious ships accounting for a significant share of that increase. Partner yards build outfitted structural units at their own facilities and ship them to Pascagoula for final assembly and integration, freeing the main yard workforce for the complex integration only a major shipyard absorbs.

The named packages are already in production. Six partner yards across several states took early work on destroyers 135, 137 and 139, beginning with a pilot Ingalls ran alongside the Navy's Supervisor of Shipbuilding, Gulf Coast on the future USS Thad Cochran. Two partner yards now hold contracts for eight structural units on LPD 32, the future USS Philadelphia. Every one of those units carries welded structure that has to arrive in Pascagoula with acceptable NDT records attached to it.

For a Gulf Coast fabricator this is the opening it has waited for and a qualification problem it has never had to solve. Shipping a structural unit into a Navy programme means standing up an NDT programme a Government inspector will accept, in advance, on the fabricator's own paper. Written practice development is the entry ticket rather than the finishing touch, and the delivery date for the first unit does not move to accommodate a late start.

SUPSHIP Gulf Coast is the Government inspector, and it is local

The Government inspector for that work sits in the same town. Supervisor of Shipbuilding, Conversion and Repair Gulf Coast is headquartered in Pascagoula, a status recognised in federal regulation through the naval restricted area established at 33 CFR 334.781, and it oversees the design and construction of six US Navy ship classes at private shipyards in Pascagoula, New Orleans and Mobile. Proximity means scrutiny arrives quickly, in person, and repeatedly across the life of a package.

Tech Pub 271 names that office explicitly. Paragraph 1.5.2 defines the Government inspector as, for commercial shipyards, the Supervisor of Shipbuilding or a delegated representative. Paragraph 1.6 requires a copy of the activity's written practice to be provided to that inspector on request. Paragraph 1.7.3 requires procedures to be provided for review on request and allows a demonstration to be demanded whenever there is reason to believe a procedure cannot deliver adequate results. Paragraph 1.6.6 extends the same reach to people, permitting a practical or written examination of any individual whose competence is in question.

Nothing from Ingalls transfers to a partner yard

Two clauses decide whether a partner yard can lean on the prime. Paragraph 1.7.4 states procedures shall not be transferred from one activity to another without the specific approval of NAVSEA. Paragraph 1.6.9 bars the transfer of NDT certifications to other activities outright, absent authorization from NAVSEA. A fabricator awarded a structural unit package inherits neither Ingalls procedures nor Ingalls-certified inspectors, whatever else the drawing and specification package contains.

Paragraph 1.5.3 draws the boundary. An activity is all sites of an organisation under the same quality assurance management using the same quality assurance plan. A yard in Mobile and a yard in Gulfport operating under separate QA management are two activities, each needing its own written practice, its own approved procedures and its own certified people. Shared corporate ownership does not merge them, and neither does a shared logo on the gate.

The procedures themselves carry a physical burden that surprises first-time Navy suppliers. Under paragraph 1.7.2 a procedure is qualified only by demonstrating that known discontinuities, natural or artificial, are reliably detected and evaluated, and those discontinuities have to sit near the accept-reject threshold. NDT technical procedure development at this level is bench work on real specimens, and it is the line item most often left off a first-time supplier's schedule.

What the Examiner signs before the first unit ships north

Paragraph 1.5.5 defines the Level III NDT Examiner as the individual to whom the activity delegates responsibility and authority to examine and certify NDT personnel, and the individual to whom the activity assigns responsibility for approving NDT procedures and workmanship standards. The Examiner is stated to be equivalent to the Level III in ASNT SNT-TC-1A. Nothing in the publication requires that person to be an employee. It requires the role to be delegated and the delegation to be recorded.

Before the first unit ships north, the Examiner has signed several distinct things. The written practice under paragraph 1.6. A certification statement inside every method procedure under 1.7.1. The certification statement on every operator and inspector record under 1.6.8d. Procedure approval under 1.7.3. Each is a separate signature with a separate consequence, and each has to be in place before the NDT records travelling with that structural unit mean anything to a Government inspector.

Paragraph 1.6.3 keeps the employing activity responsible for the adequacy of the NDT programme and the certification of all levels of NDT personnel, so the delegation belongs in the written practice rather than implied by a purchase order. Paragraph 1.6.1.1 gives useful relief to small suppliers: limited-scope certifications with fewer training hours are permitted where described in the written practice, subject to floors of fifteen general and ten specific examination questions.

Bollinger and the Polar Security Cutter add a second acquiring service

The Polar Security Cutter puts a second acquiring service in the county. Bollinger Mississippi Shipbuilding took the programme over when it acquired VT Halter Marine and renamed the Pascagoula yards, and construction is visibly advancing, with stern sections of the future USCGC Polar Sentinel standing almost four storeys as of August 2026. Heavy icebreaker plate carries demanding weld inspection, and the programme draws on the same regional supplier base that Ingalls is now expanding.

A supplier serving both Ingalls and Bollinger remains one activity under paragraph 1.5.3 provided it operates under one quality assurance management and one plan, so it maintains one written practice. What it maintains separately is a procedure library per programme, because paragraph 1.3 leaves acceptance standards to the applicable drawing, specification, contract or order rather than fixing them. Paragraph 1.1 says so outright: the publication does not contain acceptance criteria for NDT. It covers radiographic, magnetic particle, liquid penetrant, ultrasonic, eddy current and visual testing as methods, and the criteria arrive with the drawing.

The refinery across the harbour runs a different acceptance code

Chevron's Pascagoula refinery is the county's other large inspection employer, and it runs on a different code entirely. It is Chevron's largest wholly owned refinery, processing around 330,000 barrels a day, with an announced project to raise capacity by roughly ten per cent to about 394,000 barrels and to broaden the crude slate it can handle. Capital work and turnarounds on that scale generate sustained demand for weld inspection and pressure boundary examination.

The acceptance path there runs through ASME construction codes, API in-service inspection practice and the owner's inspection organisation rather than through a Government inspector. A technician's hours count toward qualification either way, because paragraph 1.6.1 adopts the ASNT SNT-TC-1A training and experience minimums. The procedures do not cross over. Refinery procedures written to ASME acceptance criteria carry no standing on a Navy structural unit, and Navy procedures carry none on a refinery vessel.

Dated obligations and published third-party costs

The dated obligations are identical to those in every other NAVSEA market and are the most common cause of a supplier quietly falling out of compliance. Paragraph 1.6.4 recertifies personnel other than Examiners at intervals not greater than three years and Examiners at not greater than five, with expiry on the last day of the month recertification is due. Recertification on the strength of continuing satisfactory technical performance is not permitted under that paragraph.

Paragraph 1.6.10.1 imposes an annual oversight duty that has to be documented. The activity witnesses in-process inspections, reinspects previously inspected product, or runs a technical performance evaluation, and at least one of those happens every twelve months, closing by the last day of the twelfth month. Paragraph 1.6.10.2 requires the technical performance evaluation to run on production hardware or specimens containing discontinuities, before the end of the second year, for anyone performing acceptance inspections. NDT Level 3 exam oversight covers both obligations.

Third-party costs are published and belong in the plan. ASNT prices the NDT Basic examination, and the AE, ET, LT, RT and UT method examinations, at $545 for members and $625 for non-members; IR, MFL, MT, PT and VT sit at $525 and $605, and retakes cost less. Its Level III experience routes run from twelve months with a four-year engineering or science degree to forty-eight months with no college study. Vision tests run annually under paragraph 1.6.7.1.
