IACS Service Supplier Approval Under UR Z17: The Firm-Level Gate on Class Survey Work

IACS UR Z17 requires any firm whose measurements a class surveyor relies on to hold that society's Certificate of Approval. The society reviews submitted documents, audits the office, and witnesses a practical demonstration before issuing. Thickness measurement firms renew every three years; the approval names one society and does not carry to another.

IACS Unified Requirement Z17 has been the mandatory procedure for approving service suppliers since 1997 and has been revised more than twenty times; Rev.22 was published in August 2025. It applies to firms whose results a class surveyor relies on when making decisions affecting classification or statutory certification. For four services — thickness measurement on ships and mobile offshore units, in-water survey by diver or ROV, ultrasonic tightness testing of closing appliances, and close-up survey by remote inspection techniques — Z17 states plainly that the provider must be approved and verified by that society. The route runs in one direction: submit the document pack listed in Section 5.1, pass an office audit that checks the firm is managed the way its documents describe, then complete a witnessed practical demonstration with a satisfactory report. The certificate that follows names the type and scope of service, and any limitation, in writing.

The four services that make firm approval non-optional

UR Z17 splits service suppliers into statutory categories and categories that touch classification. For four of them the wording leaves no room: where the results of thickness measurement on ships or mobile offshore units, in-water survey by diver or ROV, ultrasonic tightness testing of closing appliances such as hatches and doors, or survey using remote inspection techniques are used by a surveyor in making decisions affecting classification, that provider must be approved and verified by that Society. No approval, no usable measurement.

The thickness measurement category carves out two exceptions and only two: non-ESP ships under 500 gross tonnage, and all fishing vessels. Everything else sits inside — bulk carriers, tankers, container ships, mobile offshore units. That is how an inspection firm which has quietly gauged small craft for years discovers, the first time a manager asks it to price a special survey, that the work it has been doing is not the work class will accept on the tonnage that pays.

Z17 is equally explicit about where approval is not compulsory. Low-location lighting inspection, sound-pressure measurement of public address and general alarm systems, noise-level measurement, coating system testing and examination of Ro-Ro bow, stern, side and inner doors do not require an approved supplier unless the flag Administration instructs otherwise. Read that list before assuming every marine service needs a certificate, then read the flag requirement, because flag can put the requirement back.

The document pack class reviews before an auditor books a flight

Section 5.1.1 fixes what goes to the society first, and the review happens on paper. The pack covers the company outline and management structure including any subsidiary to be included in the approval; the list of nominated agents, subsidiaries and subcontractors; the firm's experience in the specific service area; and a list of operators, technicians and inspectors documenting training and experience within that service area, with qualifications to recognised national, international or industry standards.

It continues with a description of the equipment used for the service sought, a guide for operators of that equipment, training programmes, checklists and record formats for recording results, and the quality manual or documented procedures covering the quality-system clause. Two items ambush firms: information on other activities that present a conflict of interest, and the record of customer claims and of corrective actions requested by certification bodies. Both are disclosures. Both are opened again at the audit.

The operator list is where packs run thin. A certificate number satisfies nobody — Z17 asks for training and experience documented alongside the qualification, and the general requirements demand a minimum of one year of tutored on-the-job training per operator. Rebuilding that evidence retrospectively is slow, which is why firms preparing for approval usually start with written practice development and fix the training file before a single document goes to class.

The office audit: what the auditor opens first

Once the documents are reviewed with a satisfactory result, the supplier is audited to establish that it is duly organised and managed in accordance with the submitted documents, and that it is capable of conducting the service. The test is consistency, not eloquence. An auditor who finds a beautifully written procedure that nobody in the field has read is looking at a firm that manages differently from how it documented itself, and that is the finding.

The general requirements give the auditor a fixed set of hooks. Supervision must exist for all services provided, with the responsible supervisor holding a minimum of two years of experience as an operator, technician or inspector within the activity — and where the supplier is one person, that person meets the supervisor requirements. Personnel records must contain age, formal education, training and experience for the services each person is approved for. Equipment records must contain maintenance and the results of calibration and verifications.

Two newer clauses catch modern firms. Subcontractors providing the services of the approved supplier must themselves meet the requirements of Section 5, so a firm that subcontracts crews inherits an audit obligation it rarely budgets for. And where computers acquire, process, record, report, store, assess or monitor data, the ability of the software to satisfy the intended application must be documented and confirmed before first use — commercial off-the-shelf word processors and databases excepted.

The witnessed demonstration, and what counts at renewal

Certification is conditional on a practical demonstration of the performance of the specific service, plus satisfactory reporting. This is the step firms underestimate, because it needs a real job on that society's classed tonnage with its surveyor present, and it is scheduled around the vessel, not around the applicant. Korean Register's published guidance records what the surveyor submits afterwards: pictorial evidence, a sample service report, the checklist and any non-conformity report.

Scope matters here more than anywhere else. Where a supplier holds several scopes — the guidance gives an NDT company approved for MT, PT, UT and RT as its example — an individual practical demonstration is conducted for each scope sought, with a service report written for each. A firm that plans one demonstration day for a four-method certificate has planned one day of four. Building demonstrable, method-specific procedures ahead of that is what NDT technical procedure development exists to do.

At renewal the burden changes shape. Evidence of performance verified by a class surveyor since the previous audit satisfies the demonstration requirement, which rewards firms that keep signed job reports filed by society. A firm that held an approval for three years and never worked that society's tonnage has no evidence to offer, and finds itself demonstrating from scratch — this time on a vessel it has to go and find.

Where SNT-TC-1A satisfies the operator requirement, and where it does not

Z17 makes the firm responsible for the qualification and training of its personnel to a recognised national, international or industry standard as applicable. For thickness measurement, Annex 1 names the responsible supervisor as qualified to a recognised industrial NDT standard with ISO 9712 Level II as the example, and operators as certified to a recognised standard with ISO 9712 Level I as the example, plus adequate knowledge of ship structures sufficient to select a representative position for each measurement.

In the United States the scheme firms actually run is employer-based certification under ASNT SNT-TC-1A. It meets the 'recognised national standard' wording only when the machinery behind it exists and is auditable: a written practice, general, specific and practical examinations, graded records, and the qualified Level III who signs all of it. Most small inspection firms have technicians with certificates and no Level III to stand behind them — which is the whole commercial case for outsourced ASNT Level III consulting.

Societies also publish their own floor above the IACS example, and it can be higher. Korean Register's guidance requires thickness measurement operators certified to ISO 9712 Level II where the IACS example says Level I. Settle the accepted scheme in writing with the society before the office audit rather than after it, and treat the operator-level requirements as their own project — they are set out in detail on UTM operator qualification for class approval.

Three years, not five: the renewal clock that catches TM firms

Renewal or endorsement of the Certificate is made at intervals not exceeding five years by verification through audits that approved conditions are maintained. Then Z17 adds the sentence that governs most NDT firms: for firms engaged in thickness measurements, renewal or endorsement is made at intervals not exceeding three years. Individual societies can require shorter intervals and can require intermediate audits on top.

Societies use that latitude. DNV states that a surveyor performs an audit every second year and again before the certificate expires, and that evidence of valid qualifications and training for service technicians is presented to the attending surveyor at the time the service is conducted. Korean Register's own guidance sets the renewal interval for its service supplier certificates at three years across the board. A firm holding several approvals is therefore managing several different clocks, not one.

There is a second expiry route that has nothing to do with the calendar. Where a category requires manufacturer authorisation, the certificate expires on expiry of the supplier's approval from the equipment manufacturer, whichever comes first, and the supplier must inform the society in due course. Failure to carry out a requested intermediate audit is itself listed as a ground for cancellation.

Approval is per-society, and it is also per-station

The Certificate of Approval states that the supplier's service operation system has been found satisfactory and that results performed in accordance with it may be accepted and utilised by the Society's surveyors. That sentence is the whole answer on transferability. IACS has twelve full members — ABS, Bureau Veritas, China Classification Society, Croatian Register of Shipping, DNV, Indian Register of Shipping, Korean Register, Lloyd's Register, ClassNK, Polish Register of Shipping, RINA and Türk Loydu — and each issues its own.

What crosses between societies is information and, in narrow circumstances, evidence. PR 23 obliges IACS members to report changes in the approval status of thickness measurement firms to a shared database, and to check that database before issuing or renewing a certificate. Korean Register's guidance allows a practical demonstration verified by another IACS member, confirmed against the quality system certification scheme, to satisfy that element at initial audit. The certificate still comes from each society separately.

Geography splits it further. Where several servicing stations are owned by a company, each station is assessed and approved, except under the specific clause covering a manufacturer's ISO 9000-certified system with effective control of nominated agents and subsidiaries. Expiry or cancellation of a parent company's approval automatically invalidates those agents and subsidiaries. How approval is lost, and what the shared database sees

Z17 lists six cancellation grounds and they are unforgiving: the service was improperly carried out or the results improperly reported; a surveyor finds deficiencies in the approved system and appropriate corrective action is not taken; alterations were made to the quality system without written notification; a requested intermediate audit was not carried out; wilful acts or omissions are ascertained; or deliberate misrepresentation has been made. The Society also reserves the right to inform the other IACS members.

One clause deserves separate attention because it reaches backwards. Where equipment is found not to conform to requirements, the Society assesses and records the validity of previous measuring results and takes appropriate action on the equipment affected. A gauge that fails a check does not just stop work — it puts already-issued reports into question. Per-instrument calibration and verification records, kept and available, are the only defence, and they are cheap compared to the alternative.

A cancelled supplier can apply for re-approval once it has corrected the non-conformities and the Society can confirm effective implementation of the corrective action. That is a full cycle again: documents, audit, demonstration. Firms doing offshore and mobile offshore unit work carry the same exposure across every society whose units they touch, which is why offshore NDT consulting engagements start by auditing the evidence trail before anyone touches a procedure, and why Level III exam oversight is scheduled ahead of, not after, the renewal date.

Does an IACS UR Z17 approval from one class society work for another?

No. The Certificate of Approval states that results performed under the supplier's system may be accepted by that Society's surveyors. A firm working ABS, DNV and Lloyd's Register tonnage holds three approvals. Societies share status through the IACS database required by PR 23, and Korean Register's guidance lets a demonstration verified by another IACS member satisfy that one element at initial audit — the certificate itself still comes from each society.

How often does a thickness measurement approval have to be renewed?

Every three years. UR Z17 sets five years as the renewal interval for most service supplier certificates but names thickness measurement firms as the exception, requiring renewal or endorsement at intervals not exceeding three years by verification that original conditions are maintained. Societies are free to go shorter and to require intermediate audits — DNV states that a surveyor audits every second year and again before the certificate expires.

What is the witnessed practical demonstration, and can it be skipped?

Certification is conditional on a practical demonstration of the specific service plus satisfactory reporting. At renewal audits, evidence of performance verified by a class surveyor since the previous audit satisfies the requirement instead. Korean Register's guidance adds that a firm approved for several methods demonstrates each scope separately and writes a service report for each, so one demonstration does not cover a four-method scope.

Does UR Z17 require ISO 9001 certification?

No. Z17 requires a documented system covering eight named elements: code of conduct, maintenance and calibration of equipment, training programmes, supervision and verification, recording and reporting, quality management of subsidiaries, agents and subcontractors, job preparation, and periodic review of procedures, complaints, corrective actions and document control. A documented system complying with the current ISO 9000 series and including those items is accepted, which is why most approved firms hold ISO 9001.

Which service categories can an NDT firm hold Z17 approval for?

Annex 1 runs to eighteen-plus categories. The ones an inspection company competes for are thickness measurement on ships and mobile offshore units, in-water survey by diver or ROV, ultrasonic tightness testing of closing appliances such as hatches and doors, close-up survey using remote inspection techniques, and examination of Ro-Ro bow, stern, side and inner doors.
