ISO 9712 Compliance for Inspection Service Providers

Inspection service providers bidding work where the client specification names ISO 9712, EN ISO 9712 or a national identical adoption instead of an employer-based scheme — international EPCs, offshore and marine, export fabrication, and Canadian and Brazilian work where the national scheme is effectively mandatory. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.

Because it certifies individuals, it constrains who can be put on a crew, not what the firm's paperwork says. ISO 9712 specifies requirements for the qualification and certification of personnel who perform industrial non-destructive testing. The fifth edition, ISO 9712:2021, was published in December 2021 and cancels and replaces ISO 9712:2012, which it technically revised — clarifying responsibilities for the certification body, authorized qualification body, examination centre and employer, revising training and industrial experience durations, modifying visual acuity testing, adding requirements for renewal candidates, and revising the structured credit system for Level 3 recertification. Its Scope notes that it specifies requirements for what are in effect third-party conformity assessment schemes. For a service provider this changes the shape of a bid: certificates belong to certification bodies and to individuals, not to the company.

Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.

Personnel certification under ISO 9712

Central, third-party — the opposite pole from SNT-TC-1A. The certificate is issued by a certification body, which under the standard's own normative reference to ISO/IEC 17024 must be a properly constituted certification body, and that body retains authority over granting, maintaining, recertification, scope extension, suspension and withdrawal. Canada's NDTCB states plainly that it does not delegate those decisions. An outsourced Level III cannot sign for the firm here. What the employer keeps is real but different: verifying eligibility, delivering job-specific training on its own products, equipment, procedures and codes, and issuing the resulting operating authorization that lets a certified person work.
