Validating Leak Testing Reports Under ASME Section V

It tells an NDE provider how to run a method, and three obligations follow you into every audit. First, a written procedure for each method and technique, demonstrated capable of producing meaningful results to the satisfaction of the Authorized Inspector — Article 1, T-150. Second, examination equipment calibrated and that calibration recorded and available to the Inspector. Third, certification records for NDE personnel whose required contents are fixed by Article 1, T-190. A validation that finds the report sound is as useful as one that does not: the point is a defensible answer, not a defect.

What does a LT report have to show under ASME Section V?
The calibrated leak standard used to set sensitivity, the minimum detectable leak rate demonstrated, hold times and pressures, and ambient conditions — plus the procedure number and revision, the technician's LT certification current on the date of work, and the acceptance criteria with the code edition they came from. Missing any one of those makes the examination unprovable rather than merely undocumented.
What most often makes a LT report indefensible?

It is a records failure rather than a technique failure — the examination was very likely performed correctly, and the evidence supporting it cannot be produced, which under ASME Section V is treated the same way as not having done the work.
Can a LT report be validated without re-inspecting?
Partly. A document review establishes whether the examination as recorded was adequate and correctly interpreted, and whether the personnel and equipment evidence holds. It cannot establish that the examination was performed as recorded, because LT leaves no reviewable data set — for that, targeted re-inspection is the only answer.
Who is qualified to validate a LT report under ASME Section V?
A Level III qualified in LT specifically. Method scope is the constraint people miss: a Level III qualified in another method cannot approve or credibly challenge a LT interpretation, and an opposing reviewer will test that first because it is documentary and binary.
How far back do ASME Section V records have to reach?
No certificate and no expiry — Section V is a code, not an accreditation. ASME publishes BPVC editions on a two-year cycle; the 2025 edition follows 2023 and 2021. Written practices and procedures must be re-reviewed against the edition the referencing Code Section and the adopting jurisdiction have accepted, since the Code-accepted editions of SNT-TC-1A, CP-189 and ACCP change between BPVC editions. Personnel recertification intervals are set by the employer's own written practice, not by Section V. Where a validation is being done for a dispute or a purchase, the retention period is what decides whether the question can be answered at all — records that were never kept cannot be reconstructed afterwards, and a reconstruction is worth markedly less than a contemporaneous record.
What happens if the validation finds the report was correct?
That is a normal and useful outcome. The buyer gets a defensible position to accept the work, pay the invoice, close the claim or proceed with the purchase — supported by an independent review rather than by assertion. A validation is commissioned to settle the question, not to find a defect.

Employer-based, not central. Section V leaves certification to the employer's written practice, built on ASNT SNT-TC-1A, ANSI/ASNT CP-189 or ACCP in the edition the referencing Code Section accepts. Radiographic and ultrasonic examiners must be qualified and certified to that written practice or to a central certification programme; magnetic particle, liquid penetrant and visual examiners may be certified by the Certificate Holder on the basis of proficiency in the techniques employed plus an annual eye examination.
