ASME Section V Compliance for Inspection Service Providers

Which NDT methods does ASME Section V cover?
RT, UT, PT, MT, VT, ET, LT, AE. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.
Personnel certification under ASME Section V
Employer-based, not central. Section V leaves certification to the employer's written practice, built on ASNT SNT-TC-1A, ANSI/ASNT CP-189 or ACCP in the edition the referencing Code Section accepts. Radiographic and ultrasonic examiners must be qualified and certified to that written practice or to a central certification programme; magnetic particle, liquid penetrant and visual examiners may be certified by the Certificate Holder on the basis of proficiency in the techniques employed plus an annual eye examination. The joint National Board and ASME Guide states that the Level III examiner may be an employee of the Certificate Holder or of a subcontractor, and that where he is subcontracted, documented evidence must be on file accepting the subcontractor's Level III examiner as the Certificate Holder's Level III examiner. An outsourced Level III is expressly contemplated by the audit guidance.

- Identify the referencing Code Section — Section I, IV, VIII, XII, B31.1, B31.3 or NBIC Part 3 — because it fixes which Section V Articles apply and which personnel-qualification editions are Code-accepted
- Draft the written practice and the method procedures; the Level III reviews and approves them
- Demonstrate each procedure capable of producing meaningful results to the satisfaction of the Authorized Inspector, and record the demonstration
- Qualify, examine and certify personnel against the written practice; assemble certification records to the contents T-190 requires
- Present the programme inside its host review — the ASME/National Board joint review, the client's supplier audit, or the Authorized Inspector's routine surveillance; there is no standalone Section V certificate to apply for
- Correct nonconformities and have the Authorized Inspector re-verify before examination results are accepted for Code work
