The Netherlands' NDT workforce and where the work is

Short answer: Dutch NDT work is centred on the Rotterdam-Moerdijk port and industrial complex, with further clusters in Zeeland, Limburg, the Amsterdam and IJmuiden area, the northern ports of Eemshaven and Delfzijl, the shipbuilding river belt and the offshore sector served from Den Helder, IJmuiden and Rotterdam.

Rotterdam and the port. The Port of Rotterdam is Europe's largest port and one of its biggest energy and chemical complexes. The industrial zones run west from the city through Pernis, Botlek, Europoort and out to the Maasvlakte. Several large refineries operate here, including the biggest in Europe at Pernis, alongside crude and product tank terminals with enormous storage capacity, an LNG import terminal on the Maasvlakte, chemical plants, power stations, and new energy transition projects in hydrogen and carbon capture. Inspection demand is constant: corrosion and thickness surveys on piping and vessels, exchanger tube inspection, alloy verification, tank shell and floor inspection, and weld inspection on new construction.

Moerdijk and West Brabant. South of Rotterdam, the Moerdijk industrial area hosts a large petrochemical complex and logistics and tank storage operations. Like the port, its workload is dominated by in-service inspection during turnarounds and by weld inspection on modifications.

Zeeland. Zeeland has the Netherlands' only operating nuclear power station at Borssele, where new reactors are also planned, plus the chemical complex at Terneuzen, industrial sites at Vlissingen-Oost and the cross-border North Sea Port that links Vlissingen and Terneuzen with Ghent in Belgium. Naval and commercial shipbuilding at Vlissingen adds weld inspection on hull structures.

Limburg. Chemelot at Geleen is one of the country's largest chemical sites, with chemical and materials plants, steam and utility systems and extensive piping. Plant inspection skills are the core requirement.

Amsterdam, IJmuiden and Schiphol. The steelworks at IJmuiden is the Netherlands' largest industrial site of its kind, with blast furnaces, gas holders, cranes and heavy structural steel, and it is in the middle of a long transition to lower-carbon steelmaking. Amsterdam's port is a major hub for petrol blending and fuel storage. Schiphol is home to large airline engineering and maintenance operations, and aviation component and services companies sit around the airport.

The river belt and shipbuilding. The Drechtsteden area and the rivers around Gorinchem, Kinderdijk, Alblasserdam and Schiedam host shipyards, dredging-vessel builders, offshore equipment fabricators and heavy-lift specialists. Welding is the heart of this industry, and with it weld inspection with UT, PAUT, TOFD, MT and RT.

The north and the offshore sector. Groningen's gas field has been closed and its wells and facilities are being decommissioned, while Eemshaven and Delfzijl host power generation, chemicals, data centres and offshore wind service bases. Den Helder is the base for much of the Dutch offshore oil and gas service industry and for the Royal Netherlands Navy. Offshore wind farms in zones such as Hollandse Kust and IJmuiden Ver are supplied from ports along the coast, and monopile and foundation fabrication in the Rotterdam area adds heavy weld inspection work.

Aerospace. Aerostructures and aircraft wiring production at Papendrecht and Hoogeveen, military aircraft maintenance at Woensdrecht, and aviation maintenance around Schiphol together make a sizeable aerospace NDT community, working mainly with eddy current, penetrant and ultrasonic methods.

Rotterdam is the largest single concentration of NDT work in the country. Refinery and chemical turnarounds bring large crews for short, intense periods, and tank terminals keep a steady flow of shell and floor inspections. The Oil & Gas Site environment, with 73 jobs, covers corrosion mapping, exchanger tubes with IRIS, alloy verification with PMI and LRUT screening, and the Storage Tank environment covers shell thickness and MFL floor screening. Monopile and foundation fabrication adds PAUT and TOFD on very thick welds, which the Welding Workshop supports. Moerdijk shares Rotterdam's plant workload on a smaller footprint. Turnaround preparation with IRIS, PMI and thickness work is the most useful practice, together with tank inspection for the storage operations nearby.

Zeeland combines nuclear, chemical and marine work. Nuclear plant inspection relies on qualified techniques and tightly controlled personnel requirements; the simulator supports general method practice in UT, PAUT, ET and RT interpretation without replacing those qualifications. Terneuzen's chemical complex suits the Oil & Gas Site, and the shipyards at Vlissingen suit the Welding Workshop.

Limburg technicians at Geleen work mainly on chemical plant: piping, vessels, exchangers, furnaces and utilities. Thickness surveys, IRIS on tubes, PMI and LRUT screening of pipe racks are the most relevant jobs.

IJmuiden and Amsterdam combine heavy industry and aviation. Steelworks inspection involves structural welds, cranes, gas holders and vessels, with MT and UT at the centre. Amsterdam's fuel terminals need tank inspection. Schiphol's maintenance organisations rely on ET, PT and UT on airframes and components, which the Aircraft Hangar environment's 54 jobs cover.

The river belt is welding country. Shipyards and offshore equipment builders inspect butt and fillet welds on hulls, cranes, pipe-laying equipment and heavy structures. The Welding Workshop's 52 jobs give repeated practice in UT, PAUT, TOFD, MT and RT interpretation on realistic weld flaws.

The north is changing fast. Decommissioning of Groningen gas facilities, new power and data-centre construction at Eemshaven and offshore services from Den Helder all need plant and pipeline inspection skills: UT, LRUT screening and PAUT corrosion mapping.

Environments and methods that match Dutch work

Short answer: the Oil & Gas Site and Storage Tank environments match the port and chemical clusters, the Welding Workshop matches shipbuilding, steel and offshore wind fabrication, the Aircraft Hangar matches Schiphol and the aerospace sites, and the NDT Lab covers fundamentals.

The simulator includes five environments, twelve methods and 33 guided lessons. Surface methods are PT, MT and VT. Volumetric methods are contact UT, PAUT, TOFD and RT. Electromagnetic methods are ET and MFL. The specialist techniques are LRUT guided-wave screening, IRIS internal rotary UT for heat-exchanger and boiler tubes, and PMI for alloy verification.

Two Dutch specialities stand out. The first is mechanised weld inspection with PAUT and TOFD, used widely on pipelines, pressure equipment and offshore wind structures, where set-up decisions (focal laws, probe separation, scan plans, encoder settings) make or break the result. The simulator lets technicians make those choices repeatedly and see the consequences. The second is tank inspection: with so much storage capacity in the country, shell and floor inspection skills are in constant demand, and the Storage Tank environment provides a full-size tank to practise on without draining, cleaning and gas-freeing a real one.

Regulators and requirements Dutch technicians meet

Short answer: Dutch NDT personnel are normally certified to EN ISO 9712; radiography is regulated by ANVS under the Dutch basic safety standards for radiation protection; pressure equipment in use falls under the Warenwetbesluit drukapparatuur 2016 and the Netherlands Labour Authority. Practical NDT is practice for any scheme and is not a certification.

Personnel certification. EN ISO 9712 is the standard basis for NDT personnel certification in the Netherlands, issued by accredited certification bodies. KINT, the Dutch society for quality surveillance, inspection and non-destructive testing, supports training, qualification and certification activities and joint industry projects in the sector. Aerospace NDT personnel are qualified to EN 4179 within their organisation's approved procedures. Some contractors working for US-owned operators, US OEMs or EPCs on US-code projects also qualify staff to ASNT SNT-TC-1A. Atlantis training covers ASNT SNT-TC-1A only; Atlantis does not provide EN ISO 9712 or EN 4179 training or examinations.

Radiation protection. The Authority for Nuclear Safety and Radiation Protection (ANVS) regulates ionising radiation in the Netherlands under the Besluit basisveiligheidsnormen stralingsbescherming, the Dutch implementation of the EU basic safety standards. Industrial radiography with sources or X-ray equipment needs authorisation, and the sector has its own practice guideline on radiation protection for NDT, published through KINT. Simulator practice involves no radiation at all, which is one reason it is a useful way to practise radiographic technique and interpretation.

Pressure equipment. The EU Pressure Equipment Directive is implemented in the Netherlands through the Warenwetbesluit drukapparatuur 2016 and its associated regulation. Unlike the directive itself, which concerns new equipment, the Dutch rules also set requirements for the use phase, including commissioning inspections and periodic re-inspection of certain categories of equipment by authorised inspection bodies. The Netherlands Labour Authority (Nederlandse Arbeidsinspectie) supervises, and Seveso establishments carry an additional duty of care for their pressure equipment. NDT is a routine part of both new-build conformity assessment and in-service inspection.

Mining, offshore and nuclear. Oil and gas production, including the Groningen field and offshore installations, is supervised by the State Supervision of Mines (SodM). Nuclear installations such as Borssele fall under ANVS. Aviation maintenance is overseen under EASA rules by the Dutch Human Environment and Transport Inspectorate. Codes in daily use include EN ISO weld testing standards, EN 13445 for pressure vessels and, on US-specified projects, ASME and API codes.

For trainees, working technicians and Level IIIs in the Netherlands

Short answer: trainees build fundamentals with 33 guided lessons, working technicians keep rare defects and less-used methods fresh, and Level 3s and team leads benchmark crews before turnarounds and offshore campaigns.

Trainees. Many Dutch NDT technicians enter through technical vocational education (MBO) or from welding and mechanical trades, then build experience with an inspection company. The bottleneck is supervised hands-on time: specimens are limited and senior technicians are busy on client sites. The guided lessons start with calibration, reference blocks and simple flaws in the NDT Lab and progress to weld coupons, plant piping, tanks and aircraft components. Trainees can repeat a job as often as they need to, and every attempt is scored.

Working technicians. Dutch technicians often move between very different jobs: a refinery turnaround in Pernis, a tank inspection in Amsterdam, a weld inspection campaign at a shipyard, an offshore wind foundation project. The job library includes rare and hard-to-source flaws such as lack of sidewall fusion, transverse cracking, tube wall loss at supports, pitting under insulation and corrosion at tank floor edges, so technicians can practise the findings that really matter before they meet them on a client's asset.

Level 3s and team leads. Turnarounds in the Rotterdam area bring together technicians from many companies and countries. A responsible Level 3 can assemble a scenario set for the work ahead, assign it before mobilisation and compare results objectively. That supports decisions about who goes where, which refreshers are needed and whether a procedure is being read the same way by everyone on the crew.

Practice vs certification

Short answer: Practical NDT is a practice and readiness tool. It does not grant EN ISO 9712, EN 4179 or ASNT certification, and it does not replace the practical examination on real specimens.

Every certification route used in the Netherlands requires documented training, supervised industrial experience and examinations, including a practical examination on real specimens. Under EN ISO 9712 that happens through the certification body and its examination centres; under ASNT SNT-TC-1A the employer administers it according to its written practice; under EN 4179 the employer's responsible Level 3 or an outside agency controls it. Simulator hours are not industrial experience under any of these schemes unless an employer's own procedures choose to recognise them, and Atlantis does not claim otherwise.

What the simulator changes is readiness. Candidates arrive at their practical exams having already set up, scanned, interpreted and sized many times. Turnarounds, tank terminals and offshore wind: why Dutch crews practise virtually

Short answer: Dutch inspection work is intense and campaign-driven, crews are international and mixed, and physical practice specimens are scarce. A browser-based simulator gives every technician the same practice jobs, wherever they are.

The rhythm of inspection work in the Netherlands is set by turnarounds and projects. A large refinery or chemical turnaround in the port can need many inspectors for a few weeks, and the crews are often drawn from several Dutch, Belgian, German, British and other European companies. The people on the crew have different certification histories and different habits. A shared set of practice jobs is a neutral way to bring them to a common standard before work starts.

Offshore wind adds another rhythm. Foundation and transition-piece fabrication involves very thick welds inspected with PAUT and TOFD, and fabrication yards work to tight project schedules. New technicians joining those projects need to become productive quickly, and the Welding Workshop provides repeated practice on mechanised weld inspection set-up and interpretation.

The Netherlands also shares Europe's workforce challenge: experienced technicians retiring while energy transition, decommissioning and new nuclear plans add work. Getting new entrants to a useful level faster, and giving experienced technicians a structured way to stay current, matters to every Dutch inspection manager.

Finally, practising in a simulator involves no radiation, no confined space entry, no work at height and no gas-free certificates. A trainee can make mistakes that would be dangerous on a live plant and learn from the score instead.
