NDT Level III Consulting Services in Maryland
Short answer: Maryland employers use Atlantis NDT for ASNT NDT Level III work: outsourced Level III of record, interim cover, SNT-TC-1A written practices, procedures and technique sheets, qualification exams under your written practice, and preparation for customer, owner and accreditation audits. The Level III is Anoop Rayavarapu, ASNT NDT Level III, working remotely and onsite at your yard, plant, terminal or shop. Atlantis has no Maryland office. Engagements are scoped on a call and quoted on request.
Maryland packs a lot of demanding NDT into a small state. Southern Maryland has a nuclear power station and an LNG export terminal within a few miles of each other on the Chesapeake. Baltimore has one of the East Coast's major ports, a Coast Guard shipyard, the redeveloped Sparrows Point industrial site and the rebuild of the Francis Scott Key Bridge. The I-95 corridor and the Patuxent River region are dense with defence, aerospace and test sites, and Western Maryland builds truck powertrains. Each of those sectors brings its own codes, auditors and customer rules, and a Level III serving Maryland has to know which one applies to which job. This page sets out how we support Maryland programmes and how to talk to a Level III about your Maryland programme.
Why Maryland NDT programmes need a Level III
Direct answer: SNT-TC-1A and CP-189 put a Level III in charge of the written practice, procedure approval and qualification exams. Maryland employers in nuclear, LNG, shipbuilding and repair, bridges, defence and aerospace face some of the toughest customer and owner audits in the country, and each audit starts with the Level III's work. Whether in-house or outsourced, that Level III has to be capable and available.
Southern Maryland: Calvert Cliffs, Cove Point and the Patuxent
Constellation's Calvert Cliffs Nuclear Power Plant in Lusby runs refuelling outages that bring ASME Section XI in-service inspection, and its suppliers and service contractors work under nuclear quality assurance programmes. A few miles south, the Cove Point LNG terminal liquefies and exports natural gas, with cryogenic stainless and nickel-steel piping, large storage tanks and gas-turbine-driven compression that need careful weld inspection and in-service monitoring. Naval Air Station Patuxent River, the Navy's flight test centre, and the contractors around it add aircraft structural inspection: eddy current, ultrasonic testing of composites and bonded structures, and penetrant inspection of components. Naval Surface Warfare Center Indian Head adds energetics and ordnance work.
Baltimore and the port
The Port of Baltimore handles autos, roll-on/roll-off cargo, containers and bulk coal through terminals that need crane, structural and marine inspection. The U.S. Coast Guard Yard at Curtis Bay builds and repairs Coast Guard cutters, and private yards and marine contractors around the harbour repair tugs, barges and workboats. At Sparrows Point, the former Bethlehem Steel site is now Tradepoint Atlantic, a logistics and industrial campus with marine terminals, and it is being positioned to support offshore wind. The rebuild of the Francis Scott Key Bridge, after its 2024 collapse, is the largest bridge project in the region and a heavy user of structural welding inspection. Constellation, BGE and other power and gas utilities, chemical and pharmaceutical plants, and fuel terminals at Curtis Bay and Fairfield add plant inspection work.
The I-95 and BWI corridor: defence and aerospace
Lockheed Martin's Middle River site builds naval launching systems. Northrop Grumman's sensor and mission-systems operations sit near BWI. Aberdeen Proving Ground in Harford County tests Army vehicles and equipment, Fort Meade and Joint Base Andrews add defence construction and maintenance, and a large supplier base of machine shops, welders and metal finishers serves them. Defence and aerospace work here runs to prime-contractor specifications, military standards and, for many parts suppliers, Nadcap-style audits.
Western Maryland and the Eastern Shore
Hagerstown is home to the Volvo Group's powertrain plant, which builds heavy-truck engines and transmissions and draws a casting, forging and machining supply base. Frederick and the US-15 corridor have life-sciences and manufacturing plants with stainless process piping and pressure equipment. Conowingo Dam on the Susquehanna generates hydropower. On the Eastern Shore, food processing, poultry, agriculture and natural gas distribution generate pressure-vessel, refrigeration and pipeline work, and proposed offshore wind projects off Ocean City may add more.
Maryland regulators that touch NDT
Radiography. Maryland is an NRC Agreement State. The Maryland Department of the Environment's Radiological Health Program, in its Air and Radiation Administration, licenses and inspects users of radioactive materials, including industrial radiographers, under COMAR 26.12, and registers radiation machine facilities. Out-of-state radiography companies need reciprocal recognition before working in Maryland. Radiation safety is a separate obligation from SNT-TC-1A RT certification, and a Level III should check that RT procedures and the radiation safety programme agree.
Boilers and pressure vessels. The Boiler and Pressure Vessel Safety Inspection Unit in the Maryland Department of Labor's Division of Labor and Industry enforces the state Boiler and Pressure Vessel Safety Act, with periodic inspection of regulated equipment and construction to the ASME Boiler and Pressure Vessel Code with National Board registration.
Pipelines. The Maryland Public Service Commission's pipeline safety staff oversee intrastate gas pipeline operators, and the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) regulates interstate gas and hazardous-liquid lines and LNG facilities.

Written practice development and audits
Direct answer: The written practice is the employer's document governing how NDT personnel are trained, examined, certified and recertified. SNT-TC-1A is a recommended practice, so your written practice is what auditors enforce. Atlantis writes new written practices for Maryland employers, revises outdated ones and audits programmes against them.
Maryland written practices often have to serve more than one master. A marine inspection contractor in Baltimore may work for the Coast Guard Yard, a commercial ship-repair customer and a bridge contractor in the same quarter. A machine shop on the I-95 corridor may supply a defence prime that names one personnel standard and a commercial aerospace customer that names another. A service contractor at Calvert Cliffs or Cove Point works within the owner's quality programme and may need CP-189 alignment. The written practice has to hold the common core and show clearly how each customer's extra requirements are met.
What we settle in a Maryland written practice:
- Methods, techniques and levels, including PAUT, TOFD and digital radiography where used.
- Training and experience requirements, cross-referenced to the training requirements matrix and your customers' rules.
- Exam preparation, administration and grading, and who may give practical exams.
- Vision examinations and records.
- Recertification, interrupted service and revocation.
- Use of outside agencies and an outsourced Level III.
- Customer-specific requirements for nuclear, naval and Coast Guard, defence and aerospace work.

Procedures, technique sheets and code compliance in Maryland
Direct answer: Maryland NDT procedures must be written to whatever governs each job: ASME Section XI and nuclear quality requirements at Calvert Cliffs, ASME and API codes at the LNG terminal and fuel terminals, AWS D1.5 and state requirements on bridges, naval and Coast Guard requirements in ship work, and prime-contractor specifications in defence and aerospace. The Level III approves each procedure and its technique sheets.
- Nuclear (Calvert Cliffs and suppliers): ASME Section XI for in-service inspection, Section III for new components, Section V methods and the owner's quality programme. See NQA-1 nuclear supplier NDT programmes.
- LNG and fuel terminals (Cove Point, Curtis Bay, Fairfield): ASME B31.3 process piping, API 620 and 625 context for low-temperature storage tanks, API 653 for atmospheric tanks, and federal LNG facility rules, with procedures suited to austenitic stainless and nickel steels. See UT procedure development for LNG.
- Bridges and transport infrastructure: AWS D1.5 for bridge welding and Maryland Department of Transportation State Highway Administration and Maryland Transportation Authority requirements, relevant to the Key Bridge rebuild, Chesapeake crossings and transit projects.
- Shipbuilding and repair (Curtis Bay, Baltimore harbour, Sparrows Point): Coast Guard and naval technical requirements, classification society rules and owner specifications. See NAVSEA NDT requirements for shipyards and ship-repair yard NDT programmes.
- Power (gas, coal and hydro stations): ASME Section I and B31.1, the National Board Inspection Code for repairs, and utility standards.
- Defence and aerospace (Middle River, BWI, Patuxent River, Aberdeen): prime-contractor specifications, military standards named on drawings, and ASTM penetrant and magnetic particle practices with tight process control.
- Heavy truck powertrain (Hagerstown): customer specifications for castings, forgings and machined parts, often calling up ASTM methods with customer acceptance criteria.
Technique sheets turn procedures into repeatable work: weld-specific sheets for bridge girders and cross-frames, sheets for cryogenic piping at the LNG terminal, component sheets for Section XI examinations, and part-number sheets for defence suppliers. Atlantis writes and approves both layers and supports procedure demonstration on representative specimens where customers ask for it. See NDT technical procedure development and procedure qualification and demonstration.
For in-service inspection programmes at terminals and plants, Atlantis supports the NDT side only; the owner's certified inspectors make inspection decisions. See API 510, API 570 and API 653 inspector services.
Outsourced and interim Level III for Maryland crews
Direct answer: An outsourced Level III provides a Maryland employer with Level III functions under contract: written practice, approvals, exams, record review and audit support. An interim Level III covers a defined period after a Level III leaves. Document work is remote; practical exams, demonstrations and audits are onsite at your facility.
Many Maryland inspection companies are small specialist firms serving marine, bridge and structural customers around Baltimore, or defence suppliers with a few inspectors on one or two methods. They need a Level III who understands Coast Guard, naval, bridge and prime-contractor requirements, but not on payroll full-time. A retained outsourced Level III handles approvals and exam work remotely and comes onsite when practical exams or audits need it.
Larger employers, such as outage service contractors, LNG and terminal maintenance groups and fabricators on major bridge or port projects, tend to need interim cover when their own Level III leaves in the middle of a project or before an outage. Interim support keeps certifications and procedure approvals current, closes open audit items and leaves a clean hand-over file. See interim NDT Level III, what to do when your Level III resigns, Level III exam oversight and what an outside Level III can and cannot do.
To train technicians or prepare a future Level III, see the Maryland NDT training page and NDT training in Baltimore. Trainees can practise on the Practical NDT simulator for Baltimore; it is practice only and does not replace a practical exam on real specimens. To talk about cover, ask about an outsourced Level III for your Maryland crew.
Audit readiness: customer, owner and accreditation audits
Direct answer: Maryland NDT programmes are audited by nuclear and LNG owners, defence primes, Nadcap-style auditors, government shipyard and bridge owners, ISO 9001 registrars and, for laboratories, ISO/IEC 17025 assessors. Atlantis carries out a gap assessment against the right criteria, works through the findings with you and supports you during the audit.
Findings we commonly see in programmes like Maryland's:
- A written practice that does not explain how nuclear, naval or prime-contractor requirements are met on top of SNT-TC-1A.
- Certification files missing experience hours, method-specific training records or current vision exams.
- Procedures that call up superseded code editions, or technique sheets that do not trace to an approved procedure.
- Calibration blocks, probes and wedges without traceable records, a frequent ISO/IEC 17025 finding.
- Radiography paperwork that does not distinguish Maryland radiation-safety requirements from SNT-TC-1A RT certification, or out-of-state crews without reciprocal recognition.
- No reliable way to show which procedure revision and which technician applied to a past report.
Aerospace and defence suppliers can see Nadcap AC7114 audit readiness. For any sector, see NDT programme audit and gap assessment; contractors with crews in Maryland, Delaware, Virginia and Pennsylvania can see multi-site programme harmonisation. Once an audit is on the calendar, book a Maryland audit-readiness review.
