Outsourced ASNT Level III Support for Tampa Bay Ship Repair and Terminal Inspection Firms

Tampa is not a warship market. Demand comes from Gulf Marine Repair, International Ship Repair, Coast Guard and MARAD hulls, dredges, phosphate and petroleum terminals, and a cruise fleet with no schedule slack. Approval runs through IACS UR Z17 thickness-measurement certification and shoreside fixed-equipment codes. An outsourced ASNT Level III supplies the supervisor qualification, procedures and examinations.

Port Tampa Bay is Florida's largest and most diversified seaport, moving 32 million tons of cargo in fiscal 2025 and handling 45 percent of the state's gasoline and jet fuel, with an economic impact the port puts above $15.1 billion. The repair cluster around it is mid-tier and Jones Act oriented: Gulf Marine Repair works 50 waterfront acres with 3,200 linear feet of bulkhead and four drydocks, taking Coast Guard, MARAD, Army Corps and NOAA vessels alongside tugs, barges and dredges. International Ship Repair operates five drydocks from a 600-ton unit to a combined 39,600-ton capability. Add Mosaic's phosphate terminal, the petroleum berths, and a cruise operation that carried a record 1.66 million passengers in 2025 across three terminals already at capacity. None of that is governed by a Master Ship Repair Agreement. It is governed by class rules, Coast Guard inspection and fixed-equipment codes.

The Tampa Bay demand picture, named

Port Tampa Bay is the state's largest and most diversified seaport by tonnage and land mass, moving 32 million tons of cargo in fiscal 2025. It handles 45 percent of Florida's gasoline and jet fuel, which makes the petroleum berths and the tank farms behind them a permanent inspection load rather than a project one. The port puts its regional economic impact above $15.1 billion and its supported employment above 80,000 jobs.

Gulf Marine Repair works 50 waterfront acres with 3,200 linear feet of bulkhead and four drydocks, supported by tugboats, track cranes, machine, pipe, prefabrication, electrical and blast-and-paint shops. Its customer list is the Tampa profile in one line: large ocean-going commercial vessels, tugs and barges, dredges, harbour tugs, and Coast Guard, MARAD, Army Corps of Engineers and NOAA hulls. It also performs gas freeing and tank cleaning dockside.

International Ship Repair operates the largest number of working drydocks in Florida from a 25-acre main yard with seven outfitting piers and close to 4,000 feet of berthing. Its docks run from a 600-ton unit through 17,600 and 22,000-ton docks that combine to 39,600 tons across 843 feet. Tampa Ship adds graving dock capacity on Hookers Point. Mosaic's marine terminal carries the phosphate export trade.

The firm that buys ASNT Level III consulting in this market is rarely the yard itself. It is the twelve-to-forty-person inspection contractor working out of Ybor or Riverview that holds standing orders with two yards and three terminals, and that gets told without warning that a class surveyor will not accept its gauging report, or that a terminal operator now requires a documented written practice before the next turnaround. That firm already has the technicians and the instruments. What it lacks is a Level III to sign.

Tampa's governing regime is class and code, not a Navy agreement

A Master Ship Repair Agreement is centralised at NAVSEA headquarters and is written for yards capable of overhauling an FFG or larger, performing 55 percent or more of a job with their own workforce, with a Navy-certified dry dock in the immediate geographic area. That is a Hampton Roads or Mayport conversation. Tampa's government work arrives through Coast Guard, MARAD, Army Corps and NOAA channels, and its commercial work arrives through class and flag.

For a Tampa inspection firm, the approval that unlocks bidding is the IACS UR Z17 service supplier certificate. Section 4.2 states the rule directly: where a surveyor uses your results in making decisions affecting classification, your firm must be approved and verified by that society. That is the sentence that turns thickness gauging from a commodity service into a certificated one, and it is the sentence most Tampa firms discover late.

The scope in section 4.1.2 covers thickness measurements on ships and mobile offshore units with two exclusions: non-ESP ships under 500 gross tonnage, and all fishing vessels. Given how much of the Tampa Bay fleet is harbour tugs and inland barges, reading those exclusions correctly is a commercial decision, not a technical footnote. Read them too narrowly and a firm spends a year and an audit cycle chasing an approval no customer asked for. Read them too broadly and a surveyor refuses the readings on a bulk carrier with the tide already booked.

What Z17 approval demands, item by item

Section 5.1 lists the submission: an outline of the company and its management structure, the list of agents, subsidiaries and subcontractors, documented experience in the specific service area, a list of operators with training, experience and qualifications, an equipment description with an operator guide, training programmes, checklists and record formats, the quality manual, conflict-of-interest disclosure, a record of customer claims and corrective actions, and signed code-of-conduct acknowledgements.

Section 5.2 then sets the people bar. Operators need a minimum of one year of tutored on-the-job training. The responsible supervisor needs at least two years of experience as an operator, technician or inspector within the activity the approval covers. Section 5.2.8 requires documented work procedures covering all services supplied, and section 5.2.9 extends the same requirements to any subcontractor performing part of the service.

Annex 1 section 1 adds the technical requirements specific to thickness measurement: pulsed-echo or multiple-echo instruments on coated surfaces, single-echo confined to cleaned and ground uncoated surfaces, procedures covering inspection preparation, test-location selection and identification, surface preparation, protective coating preservation, calibration checks and report content, and the attending surveyor's signature verifying each separate job. Two further clauses catch firms that have modernised faster than they have documented. Section 5.2.5 requires a record of the equipment used carrying maintenance, calibration and verification results, and empowers the society to assess and act on the validity of previous measuring results where equipment is found not to conform. Section 5.2.6 requires the ability of any software used to acquire, process, record, report or assess data to be documented and confirmed before first use, with commercial off-the-shelf tools in general use treated as already validated.

The shoreside half: phosphate and petroleum fixed equipment

The tanks, jetty piping and loading arms behind Port Tampa Bay's petroleum berths and Mosaic's phosphate terminal generate a steady inspection load that has nothing to do with class survey. Floor scanning, shell course ultrasonics, weld examination on repairs and settlement work are all NDT scope, and they are all qualified under the owner's or contractor's written practice against the applicable API inspection programme rather than against IACS rules.

This is where Tampa firms most often run a single, undifferentiated programme and hope it holds. It does not survive a serious owner audit, because the acceptance criteria, the reporting format and the technician authorisation basis differ from the class-side documents. The written practice has to name which scope each certification covers and on what evidence, and the procedures have to cite the correct acceptance standard.

Atlantis does not sell API 510, 570 or 653 training. The NDT layer underneath all of it is the same layer that serves the yards: a written practice, qualified procedures, certified technicians, and a Level III who signs. What changes between the tank farm and the drydock is the acceptance standard, not the qualification machinery.

Dredges, Coast Guard hulls and the Jones Act fleet

Gulf Marine Repair names dredges, Coast Guard, MARAD, Army Corps and NOAA vessels explicitly, and that mix changes the inspection profile. Government-owned hulls arrive with contract-specified inspection requirements that reference federal standards rather than class rules, and the acceptance authority is a government representative who will ask to see the written practice and the procedure qualification record rather than a class certificate.

The 2026 US Maritime Administration Small Shipyard Grant programme distributed $35.1 million across 45 shipyards in 24 states and the US Virgin Islands. Gulf Marine Repair's award of $1,007,678 funds three berth improvements in its south slip, new wheel loaders, and equipment for its training centre. Federal capital going into qualification infrastructure at a Tampa yard is a direct statement about where the constraint sits.

For an inspection firm serving that yard, the implication is that the customer's own auditors are getting more capable, not less. A programme that passed on familiarity three years ago will be read against its documents now, by someone who has just been trained to read documents. That is the argument for putting the Level III function on a contracted, documented footing rather than an informal one, and for holding the qualification evidence before a purchase order makes it urgent.

New construction and fabrication brings UR W35 into Tampa

IACS UR W35 Rev.1 applies to NDT on new construction of classed ships and offshore structures, and it applies to two kinds of organisation: independent NDT companies, and internal NDT departments of fabricators such as shipyards and hull block or section fabricators. A Tampa fabrication shop cutting and welding sections for a classed hull is inside that scope whether or not it calls itself an NDT service supplier.

Section 2.4 is the provision that matters commercially. A supplier normally employs a full-time Level 3 supervisor, but W35 recognises that a supplier may not employ a Level 3 in every method practised, and permits employing an external Level 3 certified by an accredited certification body in the methods not held in house. It further allows a full-time supervisor certified to Level 2 alongside contracted external Level 3 services for procedure development, approval, consultancy and review.

Section 2.7 requires written procedures for every method applied, written, verified or approved by the supplier's Level 3, internal or external, defining defect evaluation against the society's acceptance criteria, with all procedures acceptable to the society. Section 2.9 requires reports to give a conclusive accept or reject statement and to be signed by personnel with the appropriate certification level and signatory status.

Section 2.3 carries a trap for any fabricator relying on employer-based certification. Where an operator holds a certificate issued under an employer scheme, that certification is deemed revoked when employment is terminated by either party. A Tampa shop that loses two certified inspectors to a competing yard has not lost two people; it has lost two certifications, and the replacement hires arrive with nothing the shop can use until its own Level 3 has examined and certified them under its own written practice.

Where Tampa programmes fail an audit

The first failure is the practical demonstration. Firms assemble an excellent document pack and then discover that Z17 section 5.4 makes certification conditional on demonstrating the service and reporting it satisfactorily. A technician who has never had a surveyor watch him take and log a reading against the firm's own procedure is a liability on audit day, however good his certificate looks.

The second is subcontracting. Section 5.2.9 requires the supplier to disclose subcontracting arrangements and requires subcontractors providing the approved service to meet the same section 5 requirements. Tampa firms flex crews between yards during dock-window peaks and frequently hold no controlled record of which subcontracted technician worked which job under whose procedure. Annex 1 section 1.7 compounds it by requiring the attending surveyor's signature verifying each separate job, so an unattributable job is also an unverifiable one.

The third is the change notification. Section 8.2.3 allows cancellation where alterations have been made to the quality system relevant to the certificate without written notification to the society, and section 7.1 requires immediate notification of any alteration to the certified service operating system. Re-audit can follow. A quiet revision to the written practice after a Level III departs is exactly the kind of alteration that triggers it.

How an outsourced Level III engagement runs in Tampa Bay

The work starts with a scope decision rather than a document: which of your jobs put a surveyor in the acceptance chain, which sit inside the Z17 exclusions, and which are shoreside fixed equipment. That decision sets how many written practices you need and what each has to say. Building it backwards, from a template written practice, is why so many firms hold documents that do not match the work they sell.

From there the sequence is written practice, method procedures with qualification evidence, technician examination and certification, and a rehearsed practical demonstration before the society audit. Does a Tampa barge and tug repair firm need class approval at all?

Not automatically. IACS UR Z17 section 4.1.2 excludes non-ESP ships under 500 gross tonnage and all fishing vessels from the thickness-measurement approval requirement. A large part of the Tampa Bay brownwater and harbour fleet falls inside those exclusions. The trigger is whether a surveyor relies on your readings for a classification decision, which section 4.2 makes the deciding test.

What does the Z17 audit actually consist of?

Document review first, covering the company outline, subcontractor list, operator training and qualification records, equipment description, training programmes, record formats and quality manual. How does Tampa's cruise schedule change the inspection programme?

Port Tampa Bay carried a record 1.66 million cruise passengers in 2025 across three Channelside terminals running at or near capacity. A vessel with a published sailing has no float in its window. Procedures, calibration records and technician authorisations have to be closed out before the gangway comes off, which moves the Level III's work forward of the job rather than into it.

Can the same technician cover class thickness work and terminal tank work?

Yes, with two documented qualification bases. Z17 Annex 1 requires operators to hold recognised certification and enough ship-structure knowledge to select representative reading positions. Tank floor and shell work is qualified under the owner's or contractor's written practice against the applicable API programme. One person, two authorisation records, and a written practice that says plainly which scope each covers.

What gets a Tampa firm's class approval cancelled?

Z17 section 8.2 lists four grounds: where a service was improperly carried out or results improperly reported; where a surveyor finds deficiencies in the approved operating system and corrective action is not taken; where the quality system relevant to the certificate is altered without written notification to the society; and where a requested intermediate audit has not been carried out.
