Outsourced ASNT Level III Support for Norfolk and Hampton Roads Ship Repair Firms
Hampton Roads technicians rotate between BAE Norfolk, NASSCO-Norfolk, Colonna's, Lyon, MHI and East Coast Repair every cycle. NAVSEA T9074-AS-GIB-010/271 section 1.6.9 prohibits transferring NDT certifications between activities, and section 1.7.4 prohibits transferring procedures. Every hire is a fresh qualification event that only the receiving firm's own Level III Examiner can close.
Hampton Roads is the densest naval repair market in the United States, and the density is the problem. Norfolk Naval Shipyard, founded in Portsmouth in 1767, is the Navy's oldest and its largest multifaceted industrial facility, with roughly twelve thousand civilian personnel. Naval Station Norfolk is the world's largest naval complex. BAE Systems Norfolk Ship Repair works 109 acres with four piers totalling 3,015 feet, the 52,500-ton Titan drydock and the 14,000-ton Old Dominion drydock. General Dynamics NASSCO-Norfolk repairs carriers and amphibious hulls across two yards under a Master Ship Repair Agreement. Colonna's Shipyard covers 120 acres with three drydocks, a marine railway and a thousand-tonne travelift. Newport News Shipbuilding employs more than twenty thousand. Technicians move between these employers constantly, and NAVSEA's rules mean none of their certifications travel with them.

The Hampton Roads market is dense enough to change the rules
Naval Station Norfolk is the world's largest naval complex, home to seventy-five ships and one hundred thirty-four aircraft across fourteen piers. Norfolk Naval Shipyard in Portsmouth, founded in 1767, is the Navy's oldest shipyard and the largest and most multifaceted industrial facility the Navy owns, carrying roughly twelve thousand civilian personnel. Up the peninsula, Newport News Shipbuilding employs more than twenty thousand and is the only yard in the country able to build nuclear aircraft carriers.
The private repair tier around them is deep. BAE Systems Norfolk Ship Repair holds 109 acres, four piers totalling 3,015 feet, the 52,500-ton Titan drydock and the 14,000-ton Old Dominion drydock, an apprenticeship programme running since 1936, and ISO 9001:2015. General Dynamics NASSCO-Norfolk maintains carriers and the amphibious fleet from a Ligon Street yard with a 40,000-ton drydock and a 60-acre Harper Avenue yard in Portsmouth, under a Master Ship Repair Agreement.
Below that sit Colonna's Shipyard, with 120 acres, three drydocks, a marine railway, a thousand-tonne travelift and thirty-one thousand tons of total lift capacity across nine piers, alongside East Coast Repair and Fabrication, Fairlead, Lyon Shipyard and MHI Ship Repair. The Virginia Maritime Association counts more than four hundred member companies employing over seventy thousand Virginians. Technicians circulate through all of it.
The buyer for outsourced Level III support is not Norfolk Naval Shipyard. It is the sixty-person structural and machinery subcontractor in Chesapeake or South Norfolk holding purchase orders into two of those prime yards, whose entire NDT programme runs on one Level III and whose next availability depends on him staying. When that person retires, resigns, or is hired by the yard he has been serving, the firm discovers how many signatures were attached to a single name.
Certification density is exactly why NAVSEA locked the doors
In a market this concentrated, a certified UT technician can change employers three times in five years without changing his commute. Section 1.6.9 of NAVSEA T9074-AS-GIB-010/271 closes that loop: transfer of NDT certifications to other activities is prohibited except as authorised by NAVSEA. Section 1.5.3 defines an activity as all sites of an organisation under the same quality assurance management using the same quality assurance plan.
Section 1.7.4 applies the same bar to documents. Procedures shall not be transferred from one activity to another without the specific approval of NAVSEA. The instinct to bring a proven procedure over from a previous employer, adjust the header and issue it is not a shortcut. It is a finding, and it puts the technician's inspection results in question along with the procedure.
The operational consequence for a Norfolk firm is that headcount growth and qualification capacity are the same problem. Hiring five experienced technicians in a quarter creates five examination and certification events, each requiring a written examination, a practical examination, a vision test and a signed certification statement from the cognizant Examiner. Without an Examiner with capacity, the hires cannot work the scope they were hired for.
The same definition catches acquisitions. Two Hampton Roads firms merging on paper do not become one activity until they operate under the same quality assurance management and the same quality assurance plan. Until that consolidation is real and documented they hold two written practices, two procedure sets and two Examiner delegations, and personnel certified by one cannot simply be worked on the other's contracts. Planning the certification consolidation belongs in planning the acquisition, and it is routinely discovered afterwards instead.
The Level III Examiner role, as NAVSEA defines it
Section 1.5.5 names the Level III NDT Examiner as the individual to whom the activity delegates responsibility and authority to examine and certify NDT personnel, and to whom the activity assigns responsibility for approving NDT procedures and workmanship standards. The publication states the Examiner is equivalent to the Level III in ASNT SNT-TC-1A. Administration and grading of examinations can be delegated to a recorded representative; the delegating authority cannot.
Section 1.6.2 permits Examiner testing by the employing activity, by ASNT, or by another outside agency. Section 1.6.2.1 then requires a specific examination for each method covering the specifications, equipment, techniques and procedures applicable to the employer's products, plus administration of the employer's written practice, and requires the employing activity, independent of the Examiner being tested, to prepare, approve and administer it.
That independence clause is where a single-Level-III firm stalls. The incumbent cannot examine himself, and cannot examine his own successor into the role without an independent party preparing and approving the examination. Section 1.6.6 adds that the Government inspector can require a written or practical examination at any point there is reason to believe an individual cannot perform at the level certified. When the Level III leaves, in this market, they are usually going next door
A Level III resignation in Hampton Roads is rarely a retirement. It is a move to another yard within the same harbour, often to a customer or a competitor on the same availability. The receiving firm gains nothing transferable and the departing firm loses the only person who can approve procedures, certify personnel and sign the certification statements the Government inspector will ask for.
The immediate exposure is not theoretical. Every procedure in the controlled set carries a certifying statement signed by the cognizant Examiner under section 1.7.1. Every operator and inspector certification carries the Examiner's signature under section 1.6.8. New work cannot be authorised, expiring certifications cannot be renewed, and the annual oversight required by section 1.6.10 has no one qualified to perform it.
The recovery sequence matters more than the panic. Interim coverage by a contracted Level III restores signing authority, an internal candidate is developed and independently examined into the role, and the handover is documented so nothing in the controlled set carries a gap in its approval chain. Certifications the departed Examiner already issued do not evaporate, but nothing new can be issued and nothing expiring can be renewed until the delegation is re-established in writing. The quality system the SUPERVISOR audits alongside the NDT programme
NAVSEA Standard Item 009-04 requires the contractor to establish and maintain a documented quality management system, with acceptance handled as a one-time submittal unless the Standard Item, its references or the contractor's status change. The system is subject to audit by the SUPERVISOR throughout the contract, which means the NDT programme is inspected in place rather than reviewed once at award.
Process control procedures invoked by NAVSEA Standard Items, military standards, drawings, technical publications and specifications are submitted to and approved by the SUPERVISOR a minimum of fourteen working days before use, independent of the quality management system. For a Hampton Roads subcontractor picking up scope mid-availability, that lead time is the schedule constraint that decides whether the work can be taken at all.
The practical answer is to hold a qualified, approved procedure set before it is needed rather than after. The same Standard Item requires a test and inspection plan and records of the tests and inspections accomplished, which is where an NDT programme is either legible to an auditor or is not. The commercial side of Hampton Roads still runs on class rules
Colonna's serves commercial and government markets and runs a barge business alongside its steel fabrication and machining divisions. Lyon Shipyard and MHI work commercial tonnage as well as government hulls. For any of that work where an ABS, DNV or Lloyd's Register surveyor relies on your thickness readings in a classification decision, IACS UR Z17 section 4.2 requires your firm to be approved and verified by that society.
Z17 Annex 1 sets a different bar from NAVSEA. The responsible supervisor is qualified to a recognised national or international NDT standard such as ISO 9712 Level II, operators are certified at Level I with enough ship-structure knowledge to select representative reading positions, and certification for thickness-measurement firms renews at intervals not exceeding three years. Section 5.4 makes initial certification conditional on a practical demonstration and satisfactory reporting.
For new construction and block fabrication, IACS UR W35 governs, and section 2.4 expressly permits an external Level 3 certified by an accredited certification body in methods the supplier does not hold in house. That is the opposite of the Navy position, and it is why a Hampton Roads firm working both sides needs two written practices rather than one broad document.
The contrast is worth stating plainly to a shop that works both. On the class side an external Level 3 is an approved structure written into the rule, and section 2.8 requires only that the arrangement be disclosed so the society can assess the subcontractor's quality management. On the Navy side the activity carries responsibility for the programme itself under section 1.6.3, and the outside Level III holds a documented delegation rather than independent standing. Same person, same competence, two different legal footings.
The findings that repeat across Hampton Roads programmes
Inherited certifications lead the list, for the reasons above. Second is procedure qualification evidence: firms hold the procedure but not the section 1.7.2 demonstration record proving that representative discontinuities sized near the acceptance threshold were reliably detected and evaluated. The Government inspector is entitled to that data on request, and to request a demonstration during initial review or at any point results are in doubt.
Third is annual oversight. Section 1.6.10.1 requires at least one witnessed in-process inspection, reinspection of previously inspected product, or technical performance evaluation, documented every twelve months by the last day of the twelfth month. Section 1.6.10.2 requires a technical performance evaluation on production hardware or specimens containing discontinuities before the end of the second year of the certification cycle for anyone performing acceptance inspections.
Fourth is vision. Section 1.6.7 requires annual testing to J1 letters on a standard Jaeger chart at between twelve and sixteen inches, met by one or both eyes, with colour differentiation where the work requires it at initial certification, and section 1.6.8 requires the records for the current and preceding certification period. Corrective aids used for the test must be used during examination and all subsequent inspections.
How an outsourced Level III engagement runs in Hampton Roads
We start by separating the scopes. Navy availability work, commercial class work and any fabrication work each get their own written practice, their own procedure set and their own authorisation matrix, so no technician is working outside the scheme that certified him. In a market where crews move between yards mid-availability, that matrix is the document that keeps the programme defensible under audit.
Then we close the qualification backlog. Why can't a Norfolk firm reuse certifications from a technician's previous yard?
Section 1.6.9 of NAVSEA T9074-AS-GIB-010/271 states that transfer of NDT certifications to other activities is prohibited except as authorised by NAVSEA. What is a Master Ship Repair Agreement and does every Hampton Roads yard hold one?
No. An MSRA is issued and controlled centrally by NAVSEA headquarters for firms primarily engaged in ship repair with facilities capable of overhauling an FFG or larger, performing 55 percent or more of a job with their own workforce and facilities, and with access to a Navy-certified drydock in the immediate geographic area. Smaller boat work runs under an Agreement for Boat Repair instead.
Can our Level III be shared across two Hampton Roads sites?
Only if both sites sit under the same quality assurance management and use the same quality assurance plan, which is how section 1.5.3 defines a single activity. Two legally separate firms, or two sites with separate quality plans, are two activities. Each needs its own written practice, its own procedures and its own certification records signed by the cognizant Examiner.
Does NAVSEA accept recertification on continued satisfactory performance?
No. Section 1.6.4 requires recertification by examinations as comprehensive as those used for initial certification, and states that recertification by evidence of continuing satisfactory technical performance, or on the basis of ASNT certifications granted without examination, is not permitted. The only relief is that the basic examination for Examiners need not be readministered while a method certification is maintained.
What proves an NDT procedure is qualified for Navy work?
Section 1.7.2 requires each procedure to have been qualified by proving that known discontinuities, natural or artificial, can be reliably detected and evaluated, with the discontinuities representative of expected flaw types and sized near the acceptance and rejection threshold. How does commercial work at Colonna's or Lyon differ from BAE Navy work?
Commercial classed work puts a class surveyor in the acceptance chain, which triggers IACS UR Z17 approval for the firm producing thickness readings, renewed at intervals not exceeding three years. New construction triggers UR W35, which permits an external Level 3. Navy work puts a Government inspector in the chain under a technical publication that permits neither shortcut.
