Outsourced ASNT Level III Support for Jacksonville Shipyards, Terminals and Marine Fabricators
Jacksonville inspection firms serve two incompatible regimes at once. Mayport availabilities invoke NAVSEA T9074-AS-GIB-010/271, which turns SNT-TC-1A into mandatory minimums and bars recertification by continued performance. Jacksonville is unusual among US maritime metros because one inspection crew often works both sides of the fence inside a single week. BAE Systems Jacksonville Ship Repair runs a 25,000-ton shiplift, marine railways rated at 4,000 and 1,000 tons, and 1,630 feet of pier, and takes everything from Mayport destroyers to tankers and megayachts. The Jacksonville market an inspection firm is actually selling into
BAE Systems Jacksonville Ship Repair is the anchor. Its published facility data lists a 25,000-ton shiplift, marine railways rated at 4,000 and 1,000 tons, 1,630 feet of pier, cranes to 150 tons, and 41 feet of river depth with no overhead obstructions. It runs around the clock, holds ISO 9001:2015, and carries Lloyd's Register certification on the shiplift and land-level facility system design. More than a dozen US Navy ships depend on it for sustainment.
Naval Station Mayport supplies the workload. It has homeported Arleigh Burke destroyers including USS Donald Cook, USS Mason and USS Winston S. Churchill, alongside Freedom-variant littoral combat ships such as USS Billings and USS Cooperstown, with USS Cleveland joining as the last of that class. A single docking selected restricted availability on USS The Sullivans was awarded to BAE at $108.6 million and runs into March 2027. That is one hull, one availability, and years of subcontracted inspection scope.
The commercial half is JAXPORT. Blount Island covers 754 acres with 7,094 linear feet of deepwater berth and eleven container cranes. Talleyrand carries containerised and breakbulk cargo, autos and liquid bulk, with Crowley among its tenants. Dames Point adds 5,002 linear feet of berth. Together they move close to 800,000 TEU a year, and Blount Island alone handles more than eighty percent of it.
Behind those names sits the tier that actually buys inspection: the machine shops, valve and pump rebuilders, structural fabricators and coatings contractors along Heckscher Drive and Talleyrand Avenue holding subcontracts into BAE and into JAXPORT tenants. They are the firms told, weeks into a bid, that the customer needs to see a written practice, a qualified procedure and a named Level III before purchase orders release. That notice period is the whole problem, and it is why the qualification work has to exist before the opportunity does.
Mayport work turns SNT-TC-1A from a recommended practice into a floor
NAVSEA T9074-AS-GIB-010/271 Revision 1 is the document that governs nondestructive testing on Navy surface ship work. Section 1.6 requires personnel to be certified in accordance with the activity's own written practice, developed as required by ASNT SNT-TC-1A. It then removes the discretion most commercial programmes rely on: SNT-TC-1A as modified by the publication is invoked as mandatory minimum requirements for training hours, experience and examinations, and is not to be treated as recommendations or guidelines.
That single sentence is where most Jacksonville subcontractors get caught. A written practice drafted for commercial refinery or structural work usually reproduces SNT-TC-1A's flexibility verbatim, including recertification on the basis of continuing satisfactory technical performance. Section 1.6.4 prohibits exactly that, and also prohibits recertification on the basis of ASNT certifications granted without examination. The document your quality manager submits to the Government inspector has to have those clauses removed and replaced.
The practical consequence is that a Jacksonville firm bidding Mayport scope needs a second written practice, not an amended one. Even the relief clauses are bounded. Section 1.6.1.1 permits reduced training, experience and examination for personnel who perform one operation of a multi-operation method or inspections of limited scope, but never fewer than fifteen questions on the general examination and ten on the specific, and every limitation has to appear in both the written practice and the certification record. The Level III Examiner is a named, signing role
Section 1.5.5 defines the Level III NDT Examiner as the individual to whom the activity delegates responsibility and authority to examine and certify NDT personnel, and to whom the activity assigns responsibility for approving NDT procedures and workmanship standards. The Examiner is stated to be equivalent to the Level III in ASNT SNT-TC-1A. Administration and grading of examinations can be delegated to a representative of the Examiner and recorded, but the delegation itself has to be documented.
Section 1.6.2 allows Examiner testing to be administered by the employing activity, by ASNT, or by another outside agency. Section 1.6.2.1 then requires a specific examination for each method covering the specifications, equipment, techniques and procedures applicable to the employer's products, plus administration of the employer's written practice, and requires the employing activity, independent of the Examiner being tested, to prepare, approve and administer it.
This is the exact function a small Jacksonville firm cannot self-supply. The independence requirement means the person being examined cannot write, approve or administer his own examination, and section 1.6.3 leaves the employing activity responsible for the adequacy of the whole NDT programme regardless of who holds the certificate. Class work on the JAXPORT trades runs on an entirely different rulebook
When an ABS, DNV or Lloyd's Register surveyor relies on your thickness readings to make a decision affecting classification, IACS UR Z17 section 4.2 requires that your firm be approved and verified by that society. The scope in section 4.1.2 covers thickness measurements on ships and mobile offshore units, with two carve-outs: non-ESP ships under 500 gross tonnage, and all fishing vessels. Reading those exclusions correctly decides whether a Jacksonville firm needs approval at all.
Annex 1 section 1 sets the technical bar. The responsible supervisor is qualified to a recognised national or international NDT standard such as ISO 9712 Level II, and operators are certified at Level I with enough knowledge of ship structure to select a representative position for each reading. On coated surfaces the annex requires pulsed-echo or multiple-echo instruments; single-echo instruments are confined to uncoated surfaces that have been cleaned and ground.
Approval is not a paperwork exercise. Section 5.3 requires an audit after document review, and section 5.4 makes certification conditional on a practical demonstration of the service plus satisfactory reporting. Renewal for thickness-measurement firms is at intervals not exceeding three years. Section 8.2 lets a society cancel approval where a service was improperly carried out or results were improperly reported.
LNG is the Jacksonville differentiator, and it lands inside UR W35
No other US port has committed to LNG the way Jacksonville has. TOTE Maritime operates Isla Bella and Perla Del Caribe, the first LNG-powered containerships built, and introduced Clean Jacksonville as North America's first LNG bunker barge. Crowley homeports the ConRo vessels El Coqui and Taino at Talleyrand and has since added Quetzal. JAX LNG liquefies at Dames Point and Eagle LNG runs a West Jacksonville plant plus a Talleyrand holding facility serving Crowley.
IACS UR W35 Rev.1 applies to NDT on new construction of classed ships and offshore structures, and its scope explicitly names the fabrication of independent fuel or cargo tanks, including the type A, B and C tanks described in the IMO IGC and IGF Codes, along with the welding of components integrated into the structure. Fabrication shops feeding Jacksonville's LNG buildout sit inside that scope, whether they think of themselves as shipyards or not.
W35 section 2.7 requires written procedures for every method applied, written, verified or approved by the supplier's Level 3, internal or external, defining defect evaluation against the society's acceptance criteria, with all procedures acceptable to the society. Section 2.2 adds a structural constraint that catches shipyard in-house departments: where the supplier operates as a Type C inspection body under ISO/IEC 17020, production staff are not permitted to inspect their own work. Aviation next door pulls a third, incompatible scheme into the same building
Fleet Readiness Center Southeast at NAS Jacksonville is a naval aviation depot in the same metro, and its supplier base sits within a short drive of the same yards that feed Mayport. A Jacksonville NDT firm that takes airframe or component work alongside ship repair is now running a maritime scheme and an aerospace scheme in one shop, under one quality manual, with one pool of technicians.
Those schemes are not interchangeable. Aerospace prime and depot supply chains qualify NDT personnel under NAS 410 and audit under AC7114, which assigns a Responsible Level 3 with duties that do not map cleanly onto the NAVSEA Examiner role or the IACS supervisor role. Cross-certifying a technician across all three without a documented basis is the finding that ends the audit.
The separation has to be designed before the work is accepted, not after a nonconformance. In practice that means one quality manual with two clearly bounded annexes, a technician authorisation matrix naming the scheme each certification was issued under, and training hours logged against the correct scheme rather than pooled. The three findings Jacksonville firms actually collect
First, procedure qualification evidence. Section 1.7.2 requires each procedure to have been qualified by proving that known discontinuities, natural or artificial, can be reliably detected and evaluated, with the discontinuities representative of expected flaw types and sized near the threshold of acceptance and rejection. The demonstration data has to be produced to the Government inspector on request. Firms routinely hold the procedure and not the demonstration record.
Second, annual oversight. Section 1.6.10 requires oversight of personnel performing NDT to be evaluated and documented by the Examiner or a designated representative, with the methodology defined in the written practice. Section 1.6.10.1 requires at least one witnessed in-process inspection, reinspection, or technical performance evaluation documented every twelve months, and section 1.6.10.2 requires a technical performance evaluation before the end of the second year of the certification cycle for personnel performing acceptance inspections.
Third, vision records. Section 1.6.7 requires annual vision testing, with near-distance acuity sufficient to read J1 letters on a standard Jaeger chart at not less than twelve and not more than sixteen inches, met by one or both eyes, plus colour differentiation where the work requires it at initial certification. Section 1.6.8 requires the records for the current and preceding certification period. Missing prior-period records is a live finding.
Fourth, records that survive a change of personnel. Section 1.6.8 requires the training and experience obtained before initial certification to be kept as long as the person stays certified, the results of all current examinations correlated to a retained master copy of each examination, and a certification statement signed by the activity's Examiner. Section 1.8.3 requires written signatures on inspection records unless NAVSEA has approved an alternative system. Digital sign-off workflows adopted without that approval turn a well-run programme into a documented nonconformance.
What an outsourced Level III engagement looks like in Jacksonville
The sequence is the same whether the trigger is a subcontract at BAE, a class approval application, or a fabrication contract feeding the LNG trades. Does NAVSEA accept an ASNT Level III certificate on its own?
No. T9074-AS-GIB-010/271 defines a Level III NDT Examiner as the person the activity delegates authority to, and section 1.6.2.1 requires a specific examination for each method covering the employer's own products, procedures and the administration of the written practice. The employing activity, independent of the Examiner being tested, must prepare, approve and administer that examination. An ASNT card starts the process rather than finishing it.
Can a Jacksonville firm carry over certifications from a technician hired away from BAE?
No. Section 1.6.9 of the NAVSEA technical publication prohibits transfer of NDT certifications between activities except as authorised by NAVSEA. Section 1.7.4 applies the same bar to procedures. Every hire from another Jacksonville yard is a fresh qualification event under the receiving firm's own written practice, examined and certified by that firm's own Level III Examiner.
Why does Jacksonville LNG work trigger IACS UR W35 rather than Z17?
W35 covers NDT on new construction of classed ships and offshore structures, and its scope names the fabrication of independent fuel or cargo tanks, including the type A, B and C tanks described in the IMO IGC and IGF Codes. Jacksonville's LNG-fuelled fleet and bunkering infrastructure put that scope in play locally. Z17 instead governs service suppliers producing results a surveyor relies on during survey.
How often must Mayport-facing NDT personnel be recertified?
Operators and inspectors at intervals not greater than three years, and Level III Examiners at intervals not greater than five. Section 1.6.4 is explicit that recertification on evidence of continuing satisfactory technical performance, or on the basis of ASNT certifications granted without examination, is not permitted. The SNT-TC-1A shortcut most commercial programmes lean on is closed for Navy work.
Can an outsourced Level III act as our Level 3 for a classification society?
Under IACS UR W35 section 2.4 a supplier that does not employ a full-time Level 3 in every method practised may employ an external Level 3 certified by an accredited certification body in the methods not covered. A supplier may also appoint a full-time supervisor certified to Level 2 and contract external Level 3 services for procedure development, approval and review.
What does a Jacksonville yard have to show to bid Navy repair work at all?
A Master Ship Repair Agreement, issued and controlled centrally by NAVSEA headquarters. The criteria include facilities capable of overhauling an FFG or larger, performance of 55 percent or more of the job with the firm's own workforce and facilities, and access to a Navy-certified dry dock in the immediate geographic area. An on-site survey precedes issue.
