The Houston Ship Channel complex runs more than 200 private terminals alongside eight public ones and moves roughly twelve percent of all United States waterborne tonnage. That traffic creates three separate NDT markets, and most local firms try to serve all three with one certification programme: hull thickness gauging for ocean-going ships under class survey, weld inspection at Galveston Bay repair and newbuild yards, and structural work on the tank barge fleet run out of Channelview and the upper channel. Each answers to a different controlling document. Class gauging sits under IACS UR Z17. Hull welds sit under the classification society's own rules and NDT guide. Tank barge structure sits under 46 CFR Subchapter M. All three demand procedures written and signed by a certified Level III, and technicians qualified under a written practice that names the marine techniques explicitly. Most Houston firms hold a written practice built for refinery piping instead.

The Houston market is a barge fleet first and a shipyard second
Ask an inspection firm in Pasadena what marine work looks like and it will describe a drydock. In Houston the volume sits elsewhere. The Ship Channel complex runs more than 200 private terminals alongside eight public ones and carries roughly twelve percent of all United States waterborne tonnage, and the vessels moving most of that cargo are tank barges. Kirby Corporation, headquartered in Houston, is the largest inland and coastal tank barge operator in the country and runs fleeting, towing and shifting services across the Gulf Coast and the inland rivers. It absorbed Higman Barge Lines, a Houston, Gulf Intracoastal Waterway and Mississippi River operator, in 2018.
That fleet is not a side market. Kirby runs its own San Jac Marine yard at Channelview with four floating drydocks lifting between 900 and 2,000 tons, which means a large share of Houston hull steel work happens inside an operator-owned facility on the operator's schedule rather than in a commercial yard. Buffalo Marine Service, also Houston based, runs bunkering tugs and barges on the channel through subsidiaries including Shamrock Marine. An inspection firm that markets only to drydocks makes itself invisible to the largest buyers in its own city.
The consequence for your certification programme is structural. Most Houston marine NDT is plate and structural weld work on hulls under United States Coast Guard authority, punctuated by classed ocean-going tonnage calling at the terminals. Two regimes, two sets of paperwork, one crew. A Level III who builds the programme around only one of them leaves you unable to bid half the market. Mapping that split is the first thing an outsourced ASNT Level III consultant should do before writing a single procedure.
Galveston Bay repair yards are being pulled into a shipbuilding quality regime
Gulf Copper has run ship repair and marine services out of Galveston and Port Arthur for over seventy-five years. Davie Defense completed its acquisition of those Texas yards in December 2025 and broke ground on a modernisation programme that could reach a billion dollars, with the first phase scheduled for completion in 2028. Under a Coast Guard contract finalised in May 2026, the Gulf Copper facilities will build three of five Arctic Security Cutters, first delivery expected in 2028 and the full run delivered by February 2035. A 2025 economic study projected roughly 2,400 direct jobs.
That is a change of category, not a change of volume. The Galveston yard historically handled jack-ups, semi-submersibles, barges and multi-service vessels, and was selected to carry out repairs on the Battleship Texas. Repair work is accepted by a surveyor's judgement at the dock. Newbuild for a government customer is accepted by a documented quality system that a prime contractor audits before your name appears on an approved supplier list. Malin International Ship Repair and Drydock also works the Galveston waterfront and faces the same shift in what buyers ask for.
For an inspection subcontractor the practical difference is evidence. A newbuild prime wants procedure qualification records, technician practical examination results, calibration traceability for every gauge and every reference block, and a signature from a Level III certified in the method. Not a certificate scan and a rate sheet. Building that file is ordinary NDT technical procedure development work, but it takes weeks, and no yard schedules a bid window around a subcontractor's paperwork.
Why a refinery-built written practice fails a marine audit
Houston has the deepest NDT labour pool in the United States and almost all of it was trained on refinery and petrochemical assets. Those technicians are genuinely expert. The problem is that ASNT SNT-TC-1A qualifies people by method and by technique, and the written practice that certified them lists the techniques their employer intended them to use. Corrosion mapping on a cleaned pressure vessel wall is not the same technique as hull gauging through a coating system, and a written practice that never names hull gauging cannot certify anyone to perform it.
IACS UR Z17 Annex 1 is explicit about the equipment. On coated surfaces, instruments using the pulsed echo technique are required, either oscilloscope or digital instruments using multiple echo, single crystal. Single echo instruments may be used only on uncoated surfaces that have been cleaned and ground. A refinery-trained technician arriving with a single-echo gauge and applying it to coated hull plate is producing readings the attending surveyor is entitled to reject, and the rejection lands on your report, not on the technician.
The fix is not a new company. It is a marine annex inside your existing programme that names hull gauging, coated-surface multiple-echo technique, structural weld inspection and the acceptance criteria that apply to each, with the training and examination hours to match. Firms that already run petrochemical NDT consulting scopes keep that side of the business entirely intact; the marine capability is added to the programme, never substituted for it, through targeted written practice development.
What class service supplier approval actually costs you in paperwork
IACS UR Z17 sets the floor for firms providing services that surveyors rely on. Section 4.2.2 requires operators, technicians and inspectors to have a minimum of one year of tutored on-the-job training. Section 4.2.3 requires the responsible supervisor to have at least two years of experience as an operator in the activity being approved, and states that where the supplier consists of one person, that person must meet the supervisor requirements. Section 4.2.4 requires personnel records covering age, formal education, training and experience for every approved individual.
Annex 1 adds the thickness measurement specifics. The responsible supervisor is to be qualified to a recognised national or international industrial NDT standard, ISO 9712 Level II being the named example, and operators to the equivalent Level I, with adequate knowledge of ship structures to select a representative position for each measurement. Documented work procedures must cover survey preparation, selection and identification of test locations, surface preparation, protective coating preservation, calibration checks, and report preparation and content. The surveyor must verify each separate job and sign the report.
Then come the recurring costs. Section 4.2.5 requires equipment records including maintenance and calibration. Section 4.4 makes certification conditional on a practical demonstration of the specific service. Section 5.2 sets renewal or endorsement at intervals not exceeding five years, cut to three years for firms engaged in thickness measurement. That three-year clock is why a Houston firm that scraped through once so often fails at renewal: the original Level III has moved on and nobody re-signed the procedures.
The hull weld rules your Level III personally owns
The ABS Guide for Nondestructive Inspection of Hull Welds is short and unambiguous about authority. Section 7 states that procedures and techniques shall be established and approved by personnel certified to NDT Level 3 in the applicable inspection method. Inspection shall be performed by certified Level 1, 2 or 3 personnel, and interpretation and evaluation of results shall be performed by personnel certified to Level 2 or Level 3. A Level 1 may classify results only with the prior written approval of a Level 3.
Section 5.9.1 describes what a Level 3 may be authorised to do: assume full responsibility for an NDT facility and staff, establish and validate techniques and procedures, interpret codes and standards, designate the particular test methods and techniques for specific work, and manage qualification examinations where the certification body authorises it. Section 5.9.2 adds that the individual must have enough practical background in materials, fabrication and product technology to select methods, establish techniques and help set acceptance criteria where none exist.
Read together, those clauses describe a role, not a certificate on a wall. Every method your firm offers needs a Level III certified in that method to sign its technique. If you offer four methods and your Level III holds two, two of your procedures are unsigned and every report produced under them is challengeable. That gap is the single most common finding when an outsourced Level III first opens a Houston inspection firm's document control.
Higher-strength steel changes when you are allowed to test
Section 9.1 of the same ABS guide sets hold times before nondestructive testing may begin on weldments in higher-strength steel, because hydrogen-induced cracking is delayed. For steels of 400 N/mm2 yield strength, equivalent to 58,000 psi, testing is to be conducted a minimum of 24 hours after welds have been completed and cooled to ambient temperature. For steels above that yield strength the minimum is 72 hours. The surveyor may require a longer interval or additional random inspection at a later period.
There is a documented relief. At the surveyor's discretion the 72-hour interval may be reduced to 24 hours for radiographic or ultrasonic inspection, provided a complete visual and random magnetic particle or penetrant inspection is carried out 72 hours after the welds have been completed and cooled. If delayed cracking is encountered in production, previously completed welds are to be reinspected, and the surveyor may require requalification of procedures.
This is a scheduling clause disguised as a technical one. A yard that quotes a three-day turnaround on a high-strength steel repair has already committed to a hold time it cannot compress without a written arrangement with the attending surveyor. Your NDT procedure should state the hold time, the yield threshold that triggers it, and the reduced-interval option, so that the yard's planners are working from the same document as your technicians rather than from an assumption.
Subchapter M and the tank barge fleet
The Coast Guard side of the Houston market runs on 46 CFR Subchapter M. Section 137.300 sets the examination cycle by saltwater exposure: a towing vessel exposed to saltwater more than six months a year must undergo drydock and internal structural examinations at least twice every five years, with not more than 36 months between examinations, while a vessel exposed six months or less a year needs them at least once every five years. The cognizant Officer in Charge, Marine Inspection may require additional examination where hull damage or structural deterioration is found or suspected.
Operators using the towing safety management system option with an internal survey programme carry extra obligations. Section 137.210 requires that the interval between successive surveys of any item does not exceed one year unless otherwise prescribed, and requires personnel carrying out those surveys to hold qualifications comparable to a surveyor from a third-party organisation as described in section 139.130. Section 137.135 governs what the examination report must contain.
For your firm this means the acceptance criteria are not yours to invent. Wastage limits come from the operator's approved standards and the attending surveyor's requirements, and your procedure has to reference them rather than restate a generic percentage. A Level III writing that procedure has to read the operator's programme first. That is a different exercise from writing a class gauging procedure, and both are needed if you intend to work the whole channel.
The third Houston market: offshore structure and rig work
Galveston Bay and the wider Texas coast still carry a substantial rig and offshore structure repair trade. The Gulf Copper Galveston facility has historically supported conversion, survey, repair, retrofitting and maintenance across jack-ups, semi-submersibles, barges and multi-service vessels. That work does not follow class hull rules. It follows the contract specification, which is usually written around AWS structural welding requirements or ASME Section V, with the acceptance criteria set by the customer's engineering department.
The same weld can therefore have three different acceptance criteria depending on which document the job was sold under, and a technician who applies the wrong one produces a technically correct report against the wrong standard. This is a written practice and procedure control problem, not a skills problem. Your procedure set needs to be organised by controlling document, and your job packs need to name which one applies before a technician mobilises.
Firms that split their week between the channel and a fabrication yard find the boundary work useful revenue and dangerous exposure in equal measure. Structuring it properly is the substance of offshore NDT consulting, and the discipline is simple to state and hard to enforce: no technician mobilises without a job pack naming the controlling document, the acceptance criteria that apply and the revision of the procedure being worked to. The Level III's job is to make sure that boundary is written down before anyone crosses it.
What an outsourced Level III delivers in the first ninety days
The sequence matters more than the speed. First a gap read: the existing written practice against every scope you actually bid, the certification file for every technician, and the signature status of every procedure. Most Houston firms discover at this point that they hold current certificates issued under an expired or method-incomplete written practice, which means the certificates themselves are difficult to defend in an audit. That finding is uncomfortable and it is better found by your own consultant than by a client's auditor.
Then the rebuild: a written practice covering the marine annex alongside your existing industrial scopes, method by method, with training hours, examination content and vision requirements specified. Then examinations, administered and documented, which is the part firms most often try to shortcut and the part auditors most reliably check. Independent oversight of that step exists precisely because self-administered examinations are the weakest link in an employer-based certification system, and an auditor testing your programme will start there rather than with your equipment.
Then procedures, signed by method, and a dry run of the class demonstration test before the surveyor is booked. Firms working both the Texas and Louisiana Gulf frequently run the same programme across two states, which is why the New Orleans and Lower Mississippi maritime programme is built to the same structure with a different regulatory emphasis. Bring the audit date to the conversation and request a scoped quote against it.
Does a refinery-built NDT written practice cover shipyard work in Houston?
No. SNT-TC-1A qualifies people by method and by technique, and hull gauging on coated plate is not the same technique as vessel-wall thickness on cleaned steel. IACS UR Z17 Annex 1 requires pulsed echo multiple-echo single-crystal instruments on coated surfaces. A written practice that never names that technique cannot certify anyone to use it, and the surveyor rejects the readings.
What does IACS UR Z17 require of a Houston hull gauging crew?
