The DFW aerospace base, facility by facility
Air Force Plant 4 is the anchor. Government-owned and operated by Lockheed Martin Aeronautics at 1 Lockheed Boulevard, it has built B-24s, B-36s, B-58s, F-111s and F-16s, and now runs F-35 Lightning II final assembly with roughly 17,000 employees on a site that expanded past 6.5 million square feet. NAS Fort Worth Joint Reserve Base, the former Carswell Air Force Base, sits immediately adjacent and hosts Air Force Reserve, Navy, Marine Corps and Air National Guard flying units with their own inspection requirements.
Bell Textron is headquartered in the metro, with rotorcraft engineering, composites and manufacturing across Fort Worth and Hurst. Bell selected a 447,000-square-foot facility in the Fort Worth region for Future Long Range Assault Aircraft component manufacturing, working toward low-rate initial production readiness in 2028, with final airframe assembly in Amarillo and fuselage assembly in Wichita. Elbit Systems of America runs its US headquarters in Fort Worth, and Triumph Fabrications operates a parts manufacturing site on East Lancaster Avenue.
East of the city the mix changes. Lockheed Martin Missiles and Fire Control is in Grand Prairie, as is Airbus Helicopters' North American operation. American Airlines is headquartered in Fort Worth and runs its largest maintenance base in Tulsa, 250 miles up the turnpike and the largest airline-owned MRO in the world, with maintenance and engine test activity in the Alliance corridor where Rolls-Royce established engine test operations at a former American facility.
Two audit regimes in one metro, and the firms caught between them
The manufacturing half of DFW runs on Nadcap. A shop supplying machined details, formed parts, castings, weldments or processed hardware into Air Force Plant 4 or Bell answers to AC7114 baseline audit criteria plus method supplements, backed by NAS 410 personnel qualification and a written practice naming a Responsible Level 3. The Performance Review Institute requires a self-audit against the official checklists thirty days before the auditor arrives, and the personnel files are what the auditor samples first.
The maintenance half runs on FAA acceptance. Repair stations across Alliance, Meacham International and DFW International carry inspection personnel obligations under 14 CFR 145.155 and describe their NDI programme inside the repair station manual, with AC 65-31B setting out the recommended training, qualification and certification criteria. Aviation NDT consulting for Part 145 organisations is a different deliverable from a Nadcap readiness engagement, even when the same technicians do the work.
A meaningful number of DFW firms sit in both. A component shop that manufactures new parts and also holds a repair station certificate for overhaul of the same part family needs a written practice for the first and an NDI programme for the second. Trying to satisfy both with one document produces a finding from whichever auditor reads it second. One Level III, two governing documents, one examination programme underneath.
What the F-35 supply chain demands of an inspection programme
Fifth-generation fighter structure is titanium and high-strength steel in quantities that change the inspection profile. Titanium machined details drive fluorescent penetrant at controlled sensitivity levels, with etch requirements before inspection that are themselves specification-controlled. High-strength steel drives wet fluorescent magnetic particle with demagnetisation and field-strength verification. Machined pockets and thin webs drive ultrasonic thickness and flaw detection. Every one of those is a Nadcap special process with a method supplement behind it.
The specification layer is where DFW suppliers lose time. Lockheed Martin flows its own process specifications and acceptance criteria down alongside the Nadcap requirement, and those criteria differ from what a supplier may already run for a commercial customer. Writing one generic penetrant procedure and submitting it to every buyer is the single most common cause of a rejected first article in this supply base. Procedures written to the customer's process specification are the deliverable, not procedures written to the standard in general.
The Level III's job here is translation. Someone has to read the purchase order, identify which specification and revision governs, write the procedure to it, prove the technique on representative hardware, qualify the technicians against that procedure, and hold the records so an auditor can trace a finished part back to the person who inspected it and the document that authorised them.
Rotorcraft: Bell's expansion and dynamic-component inspection
Rotorcraft NDT is not scaled-down fixed-wing NDT. Dynamic components — main rotor hubs, gearbox internals, drive shafts, swashplate parts — carry loads that make a missed indication an airworthiness event rather than a scrap decision. That drives higher penetrant sensitivity levels, wet fluorescent magnetic particle rather than dry powder, eddy current on rotating surfaces and fastener holes, and acceptance criteria written around fatigue-critical locations rather than general workmanship.
Bell's Fort Worth component factory, Amarillo final assembly and Wichita fuselage work together represent a new production programme rather than an extension of an old one, which means a supplier approval cycle rather than a rollover. Bell's June 2026 reduction of 285 positions across those three sites is a reminder that the supply base resets faster than most suppliers plan for. Firms holding current accreditation get invited into the next round. Firms whose certificate lapsed re-audit from zero.
The practical consequence for a Fort Worth shop chasing rotorcraft work is method scope. If the Level III named in your written practice holds penetrant and magnetic particle but not eddy current, you cannot approve eddy current procedures, cannot examine technicians in it, and cannot bid the dynamic-component work that pays for the programme. Scope the Level III engagement to the methods you actually operate before the contract is signed.
Part 145 repair stations: what the FAA inspector actually opens
A repair station audit follows a different logic from a Nadcap audit. The inspector starts from the certificate and operations specifications, works into the repair station manual and quality control manual, and asks whether the organisation is doing what those documents say. NDI is one section of that, and the section has to describe how personnel are trained, qualified, certified and re-evaluated, and against which standard — AC 65-31B recognises that several qualification standards can serve, provided the chosen one is written into the accepted manual.
The failure mode is inheritance. A repair station that grew out of a manufacturing operation frequently carries a NAS 410 written practice into its manual by reference, without reconciling it against 145.155 or against the OEM maintenance manual requirements that actually govern the inspections being performed. The inspector reads the manual, then reads a work card, then finds the technique the technician used is not in either document.
An outsourced Level III writing for a DFW repair station works from the maintenance data outward: the OEM manual revision in force, the technique it specifies, the equipment and reference standards it calls for, then the qualification programme that certifies the person to run it. Examination and qualification oversight is the part that has to be genuinely independent, because the inspector will ask who administered the practical and what they were qualified to judge.
Grand Prairie, missiles and the ASTM-cited purchase order
Defence work east of Fort Worth changes the paperwork. Missile and munition contracts frequently cite ASTM E1417 for liquid penetrant and ASTM E1444 for magnetic particle directly on the purchase order, rather than pointing to a prime's internal process specification. Suppliers who have only ever worked to a prime spec read this as a simplification. It is not — the ASTM standards carry their own process control, system performance check and documentation requirements, and they are revision-sensitive.
AS9100 sits above it, and its treatment of special processes matters here. NDT performed as a special process requires validation that the process achieves planned results, with personnel qualification as part of that validation. Suppliers who log NDT as an inspection activity rather than a validated special process produce an audit trail their customer's quality engineer cannot accept, regardless of how good the inspection itself was.
Government source inspection adds a second reviewer. DCMA can review the quality system on site, and when it does, the personnel certification records have to reconcile with the written practice on that day — not after a weekend of file reconstruction. Losing a Level III in a market that outbids you
DFW has one of the strongest aerospace labour markets in the country and a corresponding retention problem for small firms. Lockheed Martin, Bell, Elbit, American Airlines and the engine overhaul operations in the Alliance corridor all recruit experienced Level IIIs, and they can offer method breadth, structured progression and stability that a forty-person processing shop cannot match. The shop trains someone to Level III, then loses them within two years.
The damage is not gradual. Procedure approvals stop the day the person leaves, because nobody else can sign. Technician certifications begin lapsing at their next renewal dates with no authorised examiner. The written practice names someone who no longer works there, which is a visible finding to any auditor who opens it. Customer approvals that depend on a named technical authority come under review within a quarter.
Contracting the function converts a retention risk into a service agreement. The named Responsible Level 3 does not resign to a competitor, the method scope is fixed by contract rather than by whoever happened to be available, and continuity across an audit cycle stops depending on one individual's career decisions. How the engagement runs, and where its authority stops
An Atlantis engagement in DFW starts with the customer documents rather than the audit checklist: purchase order clauses, process specifications and revisions, OEM maintenance data where a repair station is involved, and the methods and part families actually in the building. The limits are real and worth stating before the contract. An outside Level III cannot certify technicians he has not examined, cannot approve procedures in methods he is not qualified in, and cannot manufacture experience hours that were never recorded. The employer keeps responsibility for the programme under NAS 410 and keeps the accountable manager's obligations under Part 145. Someone on site still controls documents, calibration and reference standards day to day.

Is Nadcap accreditation enough to get onto a prime's approved processor list in Fort Worth?
No. Nadcap accreditation demonstrates that your special process meets industry baseline criteria. A prime's approved processor listing is a separate commercial and technical approval against that prime's own process specifications, acceptance criteria and often a first-article demonstration. Most DFW suppliers need both, held simultaneously. Losing one does not automatically revoke the other, and holding the certificate alone does not authorise shipment.
What does 14 CFR 145.155 actually require of NDI personnel at a DFW repair station?
It requires the certificated repair station to ensure that persons performing inspections are thoroughly familiar with the applicable regulations and with the inspection methods, techniques, practices, aids, equipment and tools used, proficient with that equipment, and able to understand, read and write English. Our Level III just left for Lockheed or Bell. What breaks first?
Procedure approvals. Any procedure revision, new technique sheet or new part family stops immediately because nobody can sign. Next, technician certifications lapse at their renewal dates with no one authorised to examine or evaluate. Third, your written practice names a person who no longer works there, which is a finding on sight. Customer approvals follow within a quarter.
Do rotorcraft dynamic components need a different NDT programme than airframe details?
They need different procedures and different Level III method scope, inside the same written practice. Dynamic components — gears, shafts, hubs and drive train parts — drive fluorescent penetrant at higher sensitivity levels, wet fluorescent magnetic particle on steel, and eddy current on rotating surfaces, with acceptance criteria set by the airworthiness consequence of a missed indication rather than by the manufacturing process.
Can one Level III cover a Fort Worth manufacturing plant and a separate Part 145 station?
