Liquid Penetrant Testing (PT) Requirements Under CNSC

Consumables are batch-controlled: certificates for each batch, contamination checks, and the sulphur and halogen limits where the material demands it. CNSC, enforced by Canadian Nuclear Safety Commission (CNSC), acting under the Nuclear Safety and Control.: Two separate things, and firms conflate them.

An auditor examining PT asks for penetrant, developer, cleaner and emulsifier batch records, plus the light meters for the inspection environment. The CNSC does not certify NDT methods. It licenses the company and certifies the person who operates an exposure device. An inspection provider doing industrial radiography needs a Nuclear Substances and Radiation Devices licence covering use type 812, a named Radiation Safety Officer with documented training including a source retrieval course, a radiation protection programme built on ALARA, dosimetry from a CNSC-licensed dosimetry service, an Emergency and Operating Procedures manual, sealed source leak-test and device maintenance records, and certified Exposure Device Operators. On nuclear plant pressure-retaining components the NDE method certification requirement comes from the CSA N285 series and points at CAN/CGSB-48.9712 rather than at any CNSC document.

RenewalExposure Device Operator certification is renewed every five years. Renewal requires documentary evidence of successful completion of the EDO practical examination, and a written examination is additionally required after a significant interruption in work. Since 1 January 2017 only EDO cards issued on or after 1 February 2013 are recognised, and cards must not be expired. The CNSC expects the practical examination to be administered by a certified EDO who administers examinations at an NRCan Authorized Examination Centre, or who has held certification for at least five years, or who has been authorised by their licensed employer to conduct practical examinations. Does CNSC require a separate procedure for PT?

Yes. Every method in scope needs its own written procedure, approved by someone qualified in that method, describing technique, equipment, calibration, scanning or coverage, acceptance criteria and reporting. A single combined "NDT procedure" covering several methods is a finding under every regime that names procedures individually.

Who can approve a PT procedure under CNSC?

Approval follows the certification scheme and the governing specification rather than the employer alone. The person approving must hold the scheme's qualification for PT at the appropriate level.

What PT records does a CNSC audit sample?

The approved procedure, the technician's PT certification on the date of work, and the equipment evidence — penetrant, developer, cleaner and emulsifier batch records, plus the light meters for the inspection environment. The auditor works backwards from a finished job, so every item has to reconcile with the report and its stated acceptance criteria.

What is the most common PT finding at audit?

Batch certificates missing for consumables used, or dwell time not recorded. It is a records failure rather than a technique failure — the examination was performed correctly and the evidence supporting it cannot be produced, which under CNSC is recorded the same way as not having done the work.

Can a technician certified elsewhere perform PT under CNSC?

Where the scheme's certification travels with the individual, yes — that is the point of central certification. Verify the certificate covers PT at the level required and is current, since scope and expiry are what get checked.

What equipment evidence does PT need under CNSC?

Calibration status traceable to the day of use, covering the instrument and its accessories — probes, cables, blocks and reference standards for ultrasonics; sources and densitometers for radiography. An in-calibration instrument with an out-of-calibration reference block fails the same way as an uncalibrated one.

How do PT requirements differ from the other methods in CNSC?

Scope, qualification and evidence are method-specific, so the differences are real rather than administrative. CNSC also covers RT, UT, MT, ET, VT, and each carries its own procedure, its own personnel qualification and its own equipment evidence.

Personnel certification for PT

Two separate things, and firms conflate them. Exposure Device Operator certification is central: the CNSC certifies EDOs under the Nuclear Substances and Radiation Devices Regulations, and no person other than a certified EDO, or a trainee acting under the direct supervision and continuous observation of one, may operate an exposure device. No employer written practice substitutes. NDE method certification inside Canadian nuclear work runs to CAN/CGSB-48.9712 for radiographic, ultrasonic, magnetic particle, liquid penetrant and eddy current methods, with one documented carve-out: for ASME-stamped components, SNT-TC-1A qualification has been accepted where the authorized inspection agency and the licensee both agree.
