Hold the line, but on the right line. API's Individual Certification Programs status update dated 30 April 2026 records 125 people holding legacy QUTE worldwide, 162 holding QUPA, 14 holding QUSE and 13 holding QUSE-PA, against 17 QUTE (M) and 77 QUTE (PA) holders in the replacement scheme. That is under 500 people on the planet for the whole family, at a moment when API 510 alone stands at 21,996 certifications. A turnaround clause demanding QUTE (PA) on every UT scope is a clause you will waive at 2 a.m. on a Saturday, because the crew does not exist. The defensible construction is a two-tier clause: performance demonstration where the read drives a fitness-for-service decision, and ASNT Level II under Level III oversight everywhere else, with the Level III's method scope stated on the certificate.

What API QUTE is, and what API renamed it to

API's Qualification of Ultrasonic Testing Examiners programmes sit inside the same Individual Certification Programs portfolio as API 510 and API 570, but they work nothing like them. There is no written exam. A candidate spends one eight-hour day at the PRCI Technology Development Center on Langfield Road in Houston, scanning welded specimens whose flaws API knows and the candidate does not. The grade comes from four error classes: missed detections, missed characterisations, wrong flaw start and stop positions and total length, and false calls.

The structure changed in 2024. API revalidated QUTE, QUSE, QUPA and QUSE-PA, and by consensus agreement consolidated four programmes into two: QUTE (M) for manual ultrasonics and QUTE (PA) for phased array. The four legacy programmes are being sunset. Holders keep their certificates to the end of their current certification period and must recertify into one of the two survivors. QUTE-TM, the straight-beam thickness measurement programme covering metal from 0.160 in to 2.00 in, continues alongside them as a separate credential.

That matters to your contract before any technical argument does. A turnaround clause reading "API QUTE certified" now names a programme with no route in for new candidates. A bidder can satisfy the words with a legacy certificate that expires and cannot be renewed, and nobody notices until the next contract cycle. API's public programme-updates page carries the sunset notices for Tank Entry Supervisor and the Certified Auditor Program, but not this consolidation; it appears in the Individual Certification Programs status update presented at API's April 2026 annual meeting.

What an ASNT NDT Level III certificate actually attests

The ASNT NDT Level III credential is earned on written examinations: the NDT Basic exam plus at least one Method exam. ASNT publishes three entry routes, being a four-year engineering or physical science degree with twelve months of experience, two years of post-secondary engineering or science study with twenty-four months, or forty-eight months of experience with no college. The certificate runs five years and renews by method examination or by accumulated recertification points before expiry.

What it attests is knowledge and authority. The holder can write and approve procedures, establish techniques, interpret codes and acceptance standards, and train and examine Level I and Level II personnel. That is precisely what a UT scope needs sitting above the technician, and it is why the credential belongs in your contract at all. It is also, by design, not a statement about hand skill, because nothing in the examination requires the candidate to scan a flawed weld and call it.

The second thing to settle is who does the certifying. Under SNT-TC-1A the employer certifies its own personnel against its own written practice, and ASNT's Level III examination is a third-party test of knowledge that the employer then relies on. ANSI/ASNT CP-189 tightens the same architecture into a standard rather than a recommended practice. If your clause says "ASNT Level III", decide whether you mean ASNT's certificate, the employer's Level III certification, or both. They are different documents and they fail audit differently.

Where the two credentials genuinely overlap

The overlap is at the entrance, not the outcome. API opens the ultrasonic examiner programmes to any applicant currently holding Level II or above from ASNT, CGSB, PCN or any other ISO 9712 accredited NDE certification. A UT Level III clears that gate without effort. So the credentials are not rivals in any procurement sense; one is the admission ticket to the other, and a QUTE (PA) holder is by definition already Level II or higher in ultrasonics.

They also share a scope problem. A Level III certificate names methods, not techniques, so a UT Level III is not automatically competent in phased array, time of flight diffraction or corrosion mapping, and the certificate will not tell you which. Working out where a given Level III's authority actually ends is the whole content of method scope limitations, and it is the same question QUTE answers narrowly and honestly for one weld geometry on one day.

What an owner is really buying by specifying QUTE

Strip the branding away and a QUTE requirement buys one thing: a measured false call rate and a measured miss rate, produced by an independent body on specimens the technician has never seen. That is a genuinely different purchase from a knowledge certificate. It is the same purchase the nuclear sector made when it stopped trusting prescriptive UT rules and built ASME Section XI Mandatory Appendix VIII, where personnel, procedure and equipment are qualified together as one examination system.

It also buys a specific, bounded population of welds. The QUTE (M) and QUTE (PA) specimen set is carbon steel SMAW butt welds, 0.25 in to 1.00 in thick flat plate and 2 in to 12 in diameter pipe, roughly 75 linear inches of weld in total. If your turnaround scope is 2 in stainless socket welds, dissimilar metal welds, clad overlay or thick-wall coke drum shells, a QUTE (PA) certificate proves competence on something adjacent to your problem, not on your problem.

And it buys nothing at all about reporting. The technician who demonstrated on API's specimens still writes a report your integrity engineer has to act on, and the failure mode that actually costs owners money is a defensible read written up indefensibly. That gap is what report validation closes, and it sits downstream of every credential in this article.

The supply problem your clause has to survive

The numbers are unforgiving. As of 30 April 2026 API records 17 QUTE (M) holders and 77 QUTE (PA) holders worldwide, plus 125 on legacy QUTE, 162 on QUPA, 14 on QUSE and 13 on QUSE-PA. Every one of those legacy certificates is on a countdown. Set against 21,996 API 510 certifications and 20,030 API 570 certifications, the entire performance-demonstrated ultrasonic population is a rounding error, and it is concentrated in a handful of specialist houses.

Throughput does not fix it. API scheduled four QUTE performance demonstration sessions in 2026, on 26 to 28 January, 16 to 18 March, 18 to 20 May and 20 to 22 July. Across the whole of 2025, 19 candidates sat QUTE (M) and four passed; QUTE (PA) took 60 candidates and passed 32. In the first three 2026 sessions QUTE (PA) passed 10 of 23. A single owner cannot buy its way out of that with a purchase order.

So write the clause knowing you are competing for a few dozen people against every other operator with the same clause. The realistic lever is not the certificate, it is the crew you retain and develop, which is why an honest UT strategy usually reads as ASNT method training plus a Level III who audits reads, rather than a procurement requirement nobody can meet.

The equivalency clause, written properly

Start by refusing the word "equivalent" on its own. An audit-proof equivalency clause states what the alternative must demonstrate, not what it must be called. Write the acceptance criteria into the contract: the specimen population, the flaw types, the maximum permitted false call rate, the sizing tolerance, and who witnesses the demonstration. Once those exist, a technician with a QUTE (PA) certificate satisfies them by presenting the certificate, and everyone else satisfies them by demonstrating.

Next, name the credential exactly as its issuer now names it. "API QUTE (PA), Qualification of Ultrasonic Testing Examiners (Phased Array)" leaves no argument. Add a line stating that a certificate issued under a superseded API programme is accepted until its stated expiry date and not renewable, which quietly handles every legacy QUPA holder on your site without a variation order.

Finally, separate the technician requirement from the oversight requirement. The technician demonstrates. The Level III owns the procedure, the technique sheet, the calibration blocks and the acceptance criteria, and signs the technique as fit for the geometry actually in front of the crew. Splitting those two lines is what makes the clause survive an audit, because the auditor can trace each obligation to a named person and a dated document.

Three clause patterns, and when each one is right

Pattern one, performance demonstration mandatory. Use it where the ultrasonic read alone decides whether equipment restarts: crack-like flaws in a hydrogen service vessel, weld overlay integrity, or any read feeding an API 579 assessment. Here the false call rate is worth the mobilisation pain, and the population of qualified technicians is small enough to name in the bid tab. Expect to book the technician months out and to pay for the scarcity.

Pattern two, tiered acceptance. Performance demonstration for a named list of critical welds, ASNT or ISO 9712 Level II under Level III oversight for the balance, with a written technique per geometry. This is the pattern that actually gets executed on a live turnaround, and it is the one most owners converge on after their first waived clause. The list of critical welds is the real negotiation; write it during scoping, not during execution.

Pattern three, verification instead of qualification. Accept Level II under Level III oversight, then buy independent review of the output, either as third-party review or targeted re-inspection. This works when your risk sits in interpretation and documentation rather than raw detection, and it is materially easier to resource than a demonstration requirement. It also produces evidence an auditor can read, which a certificate photocopy never does.

Verifying a credential before the crew mobilises

Ask for the certificate image, not the CV line, and read three fields: the exact programme name, the issue date and the expiry. API ultrasonic examiner certifications run three-year terms and require full retesting to renew, with recertification applications accepted from 90 days before expiry and a 90-day grace period carrying a late fee. Past that grace period the certification lapses and the holder starts again, so a certificate that expired four months ago is not a technicality.

For the ASNT side, ask for the certificate and the employer's written practice, and check that the methods and levels on the certificate match the methods and levels the written practice assigns to the work. A programme audit or gap assessment does exactly this across a contractor's whole roster, and it routinely finds people working outside their certified method scope with entirely genuine certificates in the file.

What to do about legacy QUTE holders already on contract

Do nothing punitive. A legacy QUTE, QUSE, QUPA or QUSE-PA certificate is valid until it expires, and those technicians demonstrated on API specimens the same way the new cohort does. Treat them as qualified for the balance of their term and put a diary marker on each expiry date. What you must not do is renew a contract clause that assumes those holders can requalify into the programme named in the clause, because that route is closed.

Then have the conversation with the contractor early. A technician moving from QUPA to QUTE (PA) must sit the full performance demonstration again, in Houston, on a session date set by API. Between the four annual sessions and the observed pass rates, a contractor with six legacy holders needs roughly a year of planning to carry them across. Ask for that plan at bid stage and you will learn more about a bidder's technical depth than any capability statement gives you.

Where this leaves your turnaround scope

The honest position for an owner is that QUTE is worth specifying on a short, named list of welds and worth abandoning everywhere else. Hold the line where a missed crack ends a run; take Level II under credible Level III oversight everywhere else and buy independent scrutiny of the output. That combination is resourceable, auditable, and it survives the day the specified technician calls in sick.

Does API QUTE still exist under that name?

Is an ASNT NDT Level III qualified to perform the UT scan itself?

What is the accepted precedent for a performance demonstration clause?

Nuclear. ASME BPVC Section XI Mandatory Appendix VIII qualifies the whole examination system, personnel, procedure and equipment together, rather than the individual alone, and US utilities implement it through the EPRI-operated Performance Demonstration Initiative. Borrow the structure: qualify the system, name the specimen set, and state what happens when the qualified technician is replaced mid-job.

Does holding ASNT Level III cover the QUTE prerequisite?

Yes, and comfortably. API opens the ultrasonic examiner programmes to anyone holding Level II or above from ASNT, CGSB, PCN or any other ISO 9712 accredited scheme.
