NDT Training Timed to the Pacific Northwest's One Maintenance Window
Pacific Northwest maritime NDT training runs on a deadline, not a calendar. Washington State Ferries needs 19 of its 21 vessels for summer service, and the Bering Sea pollock A season opens 20 January. Every gauging technician working those hulls has to be certified before the yards fill in October. Atlantis trains Puget Sound cohorts in the shoulder season.
Puget Sound maintenance is not spread evenly across the year. Washington State Ferries operates the largest ferry fleet in the country — 21 auto-passenger vessels on eight routes between twenty terminals — and full service needs 19 of them in summer, 18 in the shoulder seasons and 17 in winter, against a system that reliably operates 17 or 18. Eleven of those vessels are more than forty years old and one is sixty-seven. Meanwhile the North Pacific fishing fleet homeported at Terminal 91 and Fishermen's Terminal comes off the water when pollock season winds down at the end of October, runs maintenance through Seattle in late November, and has to be back in Alaskan waters before the Bering Sea A season opens on 20 January. Both fleets compete for a documented shortage of drydock space in western Washington. Inspection capacity has to exist before that window opens, not during it.

The Region Runs on One Window
Puget Sound maritime maintenance is not spread evenly across the year. The Washington State Ferries fleet has to be at maximum availability for the summer, the North Pacific fishing fleet has to be at sea in January, and both draw on the same limited pool of drydock space in western Washington. Everything that has to be inspected gets inspected in the months when the vessels are alongside, and the window closes on a date that no operator, yard or inspection contractor controls.
That reshapes what training means here. A Gulf Coast operator schedules gauging around a rolling five-year examination cycle and absorbs slippage. A Puget Sound operator schedules it against a fixed calendar deadline, and a technician whose certification lapses in November is worthless in December. Training in this region has to complete before the window opens, not during it, which makes the cohort a spring and summer decision rather than an autumn one.
Washington State Ferries: 21 Vessels, No Spare
Washington State Ferries operates the largest ferry fleet in the country — 21 auto-passenger vessels running eight routes between twenty terminals across Puget Sound and the San Juan Islands. Operating full service on every route requires 19 vessels in summer, 18 in the spring and autumn shoulder seasons and 17 in late autumn, winter and early spring. The system currently operates 17 or 18 reliably, depending on the season. There is no float in that arithmetic.
The fleet is also old. Eleven vessels are more than forty years old, one of them sixty-seven, and the fleet has shrunk from 25 vessels in 2015 to 21 in 2025 through retirements. Eastern Shipbuilding Group has begun construction on the first of three 160-vehicle hybrid-electric ferries after the state exercised its option for a third. Age drives gauging scope directly: wastage found on a forty-year-old shell plate is a structural finding with a repair attached, not a number in a table.
WSF has documented that drydock space in western Washington is limited and difficult to secure on short notice for emergency repairs. A vessel that enters dock with an unresolved thickness question occupies a slot another vessel needs. Getting the gauging right the first time is therefore a fleet availability issue rather than an inspection issue, which is why the qualification of the inspection crew gets scrutinised before the docking rather than after it.
The Alaska Fleet's Hard Deadline
The North Pacific fishing fleet has homeported in the Seattle area for more than a century, at Terminal 91 and Fishermen's Terminal. The pollock season winds down at the end of October, the trawlers and factory processors come home, and maintenance and upgrade work runs through Seattle in late November while the vessels are sprinkled across the Pacific Northwest and the Lake Washington Ship Canal. By January most of them are back in Alaskan waters fishing long nights and short days.
The date that governs everything is 20 January, when the Bering Sea pollock A season opens and runs through 10 June. A catcher-processor that is not ready on 20 January does not get a second window that year. Owners treat every NDT finding during that layup as schedule risk with a dollar value attached, and an inspection contractor who cannot mobilise a certified crew in November loses the account to one who can.
The work itself is demanding. Factory trawler hulls carry heavy ice-strengthening, trawl gear foundations take cyclic loading, and refrigeration and processing spaces keep steel in a wet, salt-laden environment year-round. Ultrasonic gauging, magnetic particle on gear foundations and weld toes, and penetrant testing on aluminium structure are all in scope, and the technician performs them in a crowded yard on a clock that does not move.
Puget Sound Naval Shipyard and the Bremerton Standard
Puget Sound Naval Shipyard at Bremerton has been in uninterrupted use since 1891 and employs around 15,000 people, making it the largest public shipyard in the United States by personnel assigned. Work there and across its surrounding supplier base runs on NAVSEA T9074-AS-GIB-010/271, which sets requirements for radiographic, magnetic particle, liquid penetrant, ultrasonic, eddy current and visual inspection along with the minimum requirements to qualify NDT personnel, procedures and equipment.
The publication requires the employer to maintain a written practice meeting SNT-TC-1A as modified by 271: a three-year certification interval, mandatory technical performance evaluations, and recertification by examination at every level including Level III. A technician moving from commercial ferry work into Bremerton-adjacent work does not carry a certificate across; the new employer certifies against its own written practice. Vigor and the Private Repair Capacity
Vigor Marine Group holds much of the region's commercial repair capacity, including a 27-acre facility on Seattle's Harbor Island for new construction and repair of mid-sized vessels, alongside yards at Portland, Vancouver Washington, San Diego and Norfolk. The group generated close to $1 billion in revenue in 2024 with roughly 2,700 employees, and its Seattle waterfront operations have served Washington State Ferries and the United States Navy since 1960 under successive owners.
In February 2026 Antin Infrastructure Partners agreed to acquire Vigor Marine Group from an affiliate of Lone Star Funds, with the transaction expected to close during 2026. Ownership changes do not move the survey calendar. The ferries still have to be in service in June, the trawlers still have to sail on 20 January, and the inspection workforce still has to be qualified before either happens. Planning a cohort against the fleet calendar rather than the corporate one is the stable approach.
Drydock Scarcity Makes NDT a Scheduling Function
When dock slots are scarce, the cost of a late or disputed inspection result is measured in dock days rather than inspection hours. A thickness reading that a surveyor rejects for pattern coverage or reporting format sends the vessel back for re-gauging while the dock clock keeps running, and the next vessel in the queue slips with it. In a region operating 21 ferries with no spare hull, that consequence lands directly on the published sailing schedule.
The defence is procedural rather than technical. Gauging patterns agreed with the attending surveyor before the docking, reports formatted to the survey requirement with location, original thickness and measured thickness recorded, and technicians certified under a written practice the surveyor recognises together remove the failure mode. What the Seasonal Technician Must Hold Before October
Ultrasonic Level II is the gate. Equipment setup, interpretation of results and reporting are Level II functions under ASNT SNT-TC-1A recommended practice, which places ultrasonic Level II at 80 hours of training in total with several hundred hours of documented method experience behind it, scaled by prior education. Visual and magnetic particle qualification accompany it in practice, because a hull docking scope rarely stops at plate thickness and the same technician handles the rudder, the shafting and the structural renewals.
The hours-by-method breakdown sets out what each method costs in classroom and practical time, which is the input a Puget Sound employer needs in order to work backwards from an October readiness date. A Level II built from a standing start is a multi-month commitment. A Level I upgrading to Level II is considerably shorter. Planning the cohort in spring is what makes autumn readiness achievable rather than aspirational.
Third-party examination costs are real and worth budgeting separately. ASNT lists Level III examination fees between $365 and $1,105 for members and $440 to $1,780 for non-members depending on the exam, the location and the number of methods, with initial certification requiring both the Basic and a Method examination. ASNT has also confirmed that Basic examinations taken after 1 January 2026 reference the 2024 editions of SNT-TC-1A and CP-189 in place of the 2020 editions.
Training the Cohort in the Shoulder Season
The right time to run a Pacific Northwest cohort is spring through late summer, while the ferries are in service and the fishing fleet is north. Instructors travel to the operator's facility, practical stations use the company's own instruments and hull specimens, and examinations complete before the yards fill in the autumn. Corporate NDT training programmes are scheduled against the employer's operational calendar rather than a public course list, which is the only arrangement that works in a single-window region.
Certification is issued by the employer against the employer's written practice, which is how SNT-TC-1A intends it to operate. Where an operator has no Level III of record, ASNT Level III consulting supplies one, and written practice development brings the controlling document current before the cohort runs. The certificate has to stand up in front of a class surveyor, a Coast Guard marine inspector or a government quality assurance representative, not merely in a personnel file.
The Same Technician Works Three Coasts
The methods do not change between Seattle, Norfolk and Houston. What changes is the survey regime and the calendar behind it. The Hampton Roads programme covers the NAVSEA-versus-IACS split that defines the Virginia market, and the Gulf Coast programme covers Subchapter M barge and workboat gauging alongside new construction at Mobile and Pascagoula. A technician who holds the method core can move between all three with a documentation delta rather than a fresh qualification.
For a Pacific Northwest contractor, that portability is a hedge against a thin season. A crew qualified for ferry hull gauging, Bremerton-adjacent government work and commercial class survey support has three demand curves instead of one, and the seasonal trough stops being idle time.
