Vendor surveillance is not a factory tour and it is not an audit. It is the verification, stage by stage, that a specific purchase order is being executed to the specification the buyer wrote and the code the buyer invoked. The activity set is narrow and repetitive by design: review the inspection and test plan, chair or attend the pre-inspection meeting, attend hold and witness points, sample the work in progress between those points, verify final testing, review the documentation package, and issue a release note or a non-conformance.
Shanghai and the wider Yangtze delta concentrate an unusual density of valve manufacture, pump and rotating equipment assembly, and pressure vessel and heat exchanger fabrication, much of it serving international projects. The competent works in this market are genuinely competent. What varies is not capability but discipline against a particular buyer specification, especially where that specification adds requirements above the base code, and especially where the order is one of dozens running through the same shop that month.

The pre-inspection meeting and why it is not a formality
The pre-inspection meeting is held at the works before manufacture begins and it settles the things that otherwise get argued about under delivery pressure. The agenda is short: confirm the approved drawing and specification revisions, close every open technical query and deviation, agree the ITP mark-up and involvement levels, identify the sub-suppliers and their locations, agree the notification route and the named contacts on both sides, and confirm the document numbering and language of the records.
Two items deserve particular attention in this market. The first is the identity of the manufacturing location. In-process surveillance on valves, pumps and pressure equipment
Valve manufacture concentrates its risk early. Body and bonnet castings arrive from foundries that are almost always sub-let, and casting quality is the single largest driver of downstream rejection. Final inspection is the last point at which anything can be corrected without breaking the shipment. The pressure test sequence for valves follows API 598: a shell test at 1.5 times the pressure rating at 38 degrees Celsius with no visible leakage permitted, a high pressure closure test at 1.1 times the rating, a backseat test where applicable, and a low pressure closure test on air with allowable rates set by seat type. Metal seated valves carry a tabulated allowable leakage rate; resilient seats do not, and the difference is regularly misapplied in the supplier favour.
Test water chemistry is a recurring finding on austenitic and duplex stainless equipment. Specifications commonly limit chloride content in hydrostatic test water, typically to 50 parts per million or less, and require draining and drying within a stated period. Suppliers meet the limit on paper and then use ordinary works water for the actual fill. Asking to see the chloride test result for the specific fill, dated on the day, takes two minutes and finds a real problem often enough to be worth doing every time.
The release note is the instrument that permits shipment. It should reference the purchase order, the specific items by serial or tag number, the ITP revision, the outstanding concessions if any, and the documentation package by revision. It is not an acceptance of the equipment and it does not transfer the buyer warranty rights; it states that the inspection scope was performed and the release conditions were met. The documentation package that must travel with the equipment
The manufacturing record book is where a well inspected order either proves itself or unravels. It has to contain material certificates traceable by heat and cast number to the specific parts fitted, the welding procedure specifications and supporting qualification records, welder qualification and continuity evidence, NDT procedures with personnel certifications, the examination reports and the raw data behind them, heat treatment charts identified to the component, pressure and functional test records, dimensional and coating reports, and the signed ITP itself.
One clause deserves special mention because it is written into purchase orders far more often than it is honoured. EN 10204 type 3.1 certificates are issued by the manufacturer own independent inspection function; type 3.2 certificates require validation by the purchaser authorised representative or by an inspector of the notified body. A buyer who specifies 3.2 and then never appoints anyone to countersign has bought a document that cannot legitimately exist, and the mismatch is normally discovered during final document review with the equipment already packed.
Digital records raise the same questions in new form. Phased array and time of flight diffraction data, digital radiography files and electronic test records all need agreed formats, viewing software and retention terms stated in the purchase order. The reporting discipline matters as much as the observation. A weekly or per visit report should state the physical percentage complete by stage, the hold points attended and their outcome, the open non-conformances with their status, the sub-supplier position, and a forecast delivery with the specific constraint named. Reports that describe activity rather than status are the reason buyers are surprised by slippage they were technically informed of.
How the inspection team is deployed across a contract
