Does COVENIN / SENCAMER require a separate procedure for PT?

Yes. Every method in scope needs its own written procedure, approved by someone qualified in that method, describing technique, equipment, calibration, scanning or coverage, acceptance criteria and reporting. A single combined "NDT procedure" covering several methods is a finding under every regime that names procedures individually.

Who can approve a PT procedure under COVENIN / SENCAMER?

A Level III qualified in PT. Because COVENIN / SENCAMER accepts employer-based certification, that Level III may be contracted rather than employed — but their own qualification must cover PT, and an auditor will check that before accepting the signature.

What PT records does a COVENIN / SENCAMER audit sample?

The approved procedure, the technician's PT certification on the date of work, and the equipment evidence — penetrant, developer, cleaner and emulsifier batch records, plus the light meters for the inspection environment. Can a technician certified elsewhere perform PT under COVENIN / SENCAMER?

Personnel certification for PT

Mixed, and the mix is commercially decisive. COVENIN 1999:2021 sets out a national qualification and certification scheme aligned with ISO 9712, which is a central rather than employer model, and COVENIN 2967:2021 governs the training and qualification centres that feed it. But a functioning SENCAMER-accredited ISO/IEC 17024 body certifying NDT personnel could not be verified, and in practice the PDVSA supply chain has long run on employer certification written against ASNT SNT-TC-1A, with ISO 9712 certificates from foreign bodies for staff who also work internationally. An outsourced Level III can sign the written practice; whether the client accepts that in place of COVENIN 1999 certification is a contract question, so settle it in the tender documents before mobilising.
