RBQ / ISP Audit Preparation for Inspection Companies
A RBQ / ISP audit runs in 6 stages, beginning with establish that the work requires recognition: periodic external and internal inspections must.. Régie du bâtiment du Québec (RBQ), Bureau d'expertise et d'homologation en équipements sous pression, administering the Building Act and the Règlement sur les installations sous pression, CQLR c. B-1.1, r. 6.1. Individual inspection certificates are issued separately by the Ministère de l'Emploi et de la Solidarité sociale.
Québec has two gates and a language requirement, which is why it defeats firms that cleared Ontario. First, the organization must be recognized: an inspection or insurance company obtains recognition as a personne reconnue by meeting the conditions in article 83 of the Règlement sur les installations sous pression and supplying the information and documents listed in article 84. Recognition is valid three years and renewal requires a fresh application, not a light-touch extension. Only the RBQ itself or a personne reconnue may perform the periodic external and internal inspections, and the personne reconnue issues the periodic inspection certificate to the owner-user. Second, the individual doing the work needs a provincial occupational certificate. What separates firms that clear an audit from firms that collect findings is not the quality of the documentation but whether it describes what actually happens. The finding recorded most often is: Performing periodic inspections in Québec without RBQ recognition, where only the RBQ or a personne reconnue may carry them out.

| Stage | What happens | What it tests |
|---|---|---|
| Stage 1 | Establish that the work requires recognition: periodic external and internal inspections must be carried out by the RBQ or by. | Where the paperwork is tested against itself |
| Stage 2 | Apply to the RBQ for recognition, demonstrating the conditions of article 83 and supplying the documents required by article 84,. | Where the paperwork is tested against practice |
| Stage 3 | Ensure each individual inspector holds the Certificat en inspection d'installations sous pression, obtained through a minimum 1,000 hours of supervised. | Where the paperwork is tested against practice |
| Stage 4 | RBQ grants recognition, valid for three years, and lists the organization publicly among the persons recognized to conduct periodic inspections. | Where the paperwork is tested against practice |
| Stage 5 | Perform inspections at the frequencies set out in Table 1 of article 78 and issue the periodic inspection certificate to. | Where the paperwork is tested against practice |
| Stage 6 | Submit a new application to renew recognition before the three-year term expires. | Where the paperwork is tested against practice |
| Renewal | Recognition as a personne reconnue is valid for three years, and renewal requires a new application to the RBQ rather than a simple extension. The individual Certificat en inspection d'installations sous pression has a four-year validity, with apprentice cards renewed annually. Equipment inspection frequency is not a single interval but is set by equipment type in Table 1 of article 78 of the Règlement sur les installations sous pression. Note that a regulatory modification was published on 2026-07-15, so confirm current article numbering against the consolidated regulation. | Diarised from the certificate date, not the last audit |
How long does RBQ / ISP audit preparation take?
Document work — the written practice, procedures and quality manual — takes weeks. What cannot be compressed is documented experience and records history: on-the-job hours accrue in real time, and calibration and certification history cannot be back-filled. Firms that start when the audit is scheduled rather than announced clear it without findings.
What does Régie du bâtiment du Québec (RBQ), Bureau d'expertise et d'homologation en équipements sous pression, administering the Building Act and the Règlement sur les installations sous pression, CQLR c. B-1.1, r. 6.1. Individual inspection certificates are issued separately by the Ministère de l'Emploi et de la Solidarité sociale. look at first?
Records, not manuals. A manual states intent; records show practice. The usual opening move is to take a completed job and trace it back to the technician's certification, the instrument's calibration, the approved procedure and the report — and see whether all four reconcile.
What are the most common RBQ / ISP findings?
Performing periodic inspections in Québec without RBQ recognition, where only the RBQ or a personne reconnue may carry them out., Recognition lapsed because a renewal was treated as automatic; renewal requires a new application before the three-year term ends., Inspectors working without the Certificat en inspection d'installations sous pression or a valid apprentice card, which is an offence subject to fines., Owner-user registry incomplete: missing installer compliance certificates, the manufacturer's operation and maintenance manual, or the full modification history.. Almost all of them are evidence problems rather than capability problems: the work was done correctly and the proof was not kept, or was kept somewhere the firm could not retrieve during the audit.
Can a consultant attend the RBQ / ISP audit?
Yes, and it changes the outcome. Someone who has sat through the same audit at other firms answers in the auditor's own terms, produces the right record without a search, and stops a clarification turning into a finding. The firm still owns every answer — the consultant does not speak for it.
What happens after a RBQ / ISP finding?
A corrective action with a deadline, and evidence of closure at the next audit. Repeat findings are treated far more seriously than first ones, because they show the corrective-action system itself is not working.
Does RBQ / ISP require a pre-audit or gap assessment?
Not as a requirement, but the arithmetic favours it: a gap assessment finds the same evidence problems the auditor would, without the finding attached, and while there is still time to fix them. Firms entering their first RBQ / ISP audit blind typically collect findings that a sampling exercise would have caught.
What the auditor asks to see
- Application for recognition as a personne reconnue, with the information and documents specified in article 84 of the Règlement sur les installations sous pression
- Evidence of compliance with the conditions in article 83 of the same regulation
- Certificat en inspection d'installations sous pression (IISP) for each individual performing inspections, or a valid apprentice card
- Periodic inspection certificates issued to the owner-user following each inspection
- The owner-user registry: compliance certificates from permitted installers, all inspection and verification results, the manufacturer's operation and maintenance manual, and the complete maintenance, repair, replacement and modification history
- Maintenance supervisor contact details and owner-user identification within the registry
- Design plans and specifications submitted to the RBQ for Canadian Registration Number assignment
- Quality control programme documentation for manufacturing certification, where applicable
Findings to close before the audit
- Performing periodic inspections in Québec without RBQ recognition, where only the RBQ or a personne reconnue may carry them out.
- Recognition lapsed because a renewal was treated as automatic; renewal requires a new application before the three-year term ends.
- Inspectors working without the Certificat en inspection d'installations sous pression or a valid apprentice card, which is an offence subject to fines.
- Owner-user registry incomplete: missing installer compliance certificates, the manufacturer's operation and maintenance manual, or the full modification history.

- Inspection intervals taken from a general rule rather than from Table 1 of article 78 for the specific equipment type.
- Equipment returned to service after a period of inactivity without the evaluation and inspection by a personne reconnue that article 81 requires, which may call for thickness measurements and non-destructive testing.
- Reports and certificates issued only in English where the francization requirements applicable to the work have not been addressed.
