Personnel certification context
Third-party throughout, and W178.1 adds a constraint that decides the commercial question. Clause 7.1, clarified in the 2018 edition after a formal request for interpretation, states that an individual shall only act as the qualified welding inspection supervisor for one welding inspection organization, or for one designated division, office, laboratory or section. A shared or outsourced supervisor across several certified firms is therefore not available. Clause 7.2.2 does permit named delegates meeting defined minimum knowledge and experience. An outsourced Level III's realistic role here is procedure authorship and approval, internal audit and technical support — not holding the supervisor post at more than one client.
