CRN Audit Preparation for Inspection Companies
A CRN audit runs in 6 stages, beginning with determine the equipment category — vessel, fitting (categories a through h) or.. Each provincial and territorial pressure equipment regulator issues its own CRN — ABSA in Alberta, TSSA in Ontario, Technical Safety BC, TSASK in Saskatchewan, ITS in Manitoba, the RBQ in Québec and the equivalent authorities elsewhere.
CRN is design registration, not certification of a company or a person, and it is the one Canadian requirement with no US equivalent. A design is submitted with proof of design to one province, receives a CRN, and is then extended to the others. The number itself encodes where: CSA B51 article 4.3 defines the format as a letter, four digits, a decimal point, then up to ten digits and three letters, and the digits after the decimal identify jurisdictions — 1 British Columbia, 2 Alberta, 3 Saskatchewan, 4 Manitoba, 5 Ontario, 6 Québec, 7 New Brunswick, 8 Nova Scotia, 9 Prince Edward Island, 0 Newfoundland, Y Yukon, T Northwest Territories, U Nunavut. C denotes all of Canada. Designs must be proven to an ASME code; EN and PED designs are not accepted. What separates firms that clear an audit from firms that collect findings is not the quality of the documentation but whether it describes what actually happens.

How long does CRN audit preparation take?
Document work — the written practice, procedures and quality manual — takes weeks. What cannot be compressed is documented experience and records history: on-the-job hours accrue in real time, and calibration and certification history cannot be back-filled. Firms that start when the audit is scheduled rather than announced clear it without findings.

Records, not manuals. A manual states intent; records show practice. The usual opening move is to take a completed job and trace it back to the technician's certification, the instrument's calibration, the approved procedure and the report — and see whether all four reconcile.
What are the most common CRN findings?
Assuming a CRN obtained in one province covers the whole country. Almost all of them are evidence problems rather than capability problems: the work was done correctly and the proof was not kept, or was kept somewhere the firm could not retrieve during the audit.
Can a consultant attend the CRN audit?
Yes, and it changes the outcome. Someone who has sat through the same audit at other firms answers in the auditor's own terms, produces the right record without a search, and stops a clarification turning into a finding. The firm still owns every answer — the consultant does not speak for it.
What happens after a CRN finding?
A corrective action with a deadline, and evidence of closure at the next audit. Repeat findings are treated far more seriously than first ones, because they show the corrective-action system itself is not working.
Does CRN require a pre-audit or gap assessment?
Not as a requirement, but the arithmetic favours it: a gap assessment finds the same evidence problems the auditor would, without the finding attached, and while there is still time to fix them. Firms entering their first CRN audit blind typically collect findings that a sampling exercise would have caught.
What the auditor asks to see
- Design drawings showing materials, welds and code details, with a professional engineer's stamp where required
- Proof of design: code calculations, finite element analysis or proof test results, referenced to an ASME code
- Manufacturer's Data Report (for example ASME Form U-1A) for vessels
- Current quality control certificate — ASME Certificate of Authorization with the applicable code stamp, or an ISO certificate — covering welding where applicable
- Notarized statutory declaration for fitting registrations, documenting drawing numbers, design proof methods, QC certification and the CRN marking
- Evidence that the manufacturer's quality control programme meets Annex F of CSA B51
- Proof of initial registration from the originating jurisdiction when extending an existing CRN to another province
- For piping systems: P&IDs, line lists, the CRN inventory for component fittings, and the installation address
Findings to close before the audit

- Equipment installed and in service without a CRN; owners are told they must not buy a non-registered unit and then try to get it registered afterwards.
- Fitting submission missing the notarized statutory declaration or the evidence of a valid quality control programme acceptable to the regulatory authority.
- Manufacturer's quality control certificate does not cover welding where the fabrication scope includes it.
- Piping system submissions missing the fitting CRN inventory for the components used in the system, or the installation address.
- Applications submitted outside the required design registration portal, which are rejected, or incomplete applications attracting additional review fees.
