IRAM / OAA Audit Preparation for Inspection Companies

Argentina issues no single NDT licence. Two things bind a service provider. First, personnel: technicians are expected to hold certification to IRAM-NM-ISO 9712, the Argentine adoption of the Mercosur standard NM ISO 9712, issued by an accredited certification body rather than by their own employer. Second, where the work is regulated the regulator names that standard directly. ENARGAS NAG-100 Part E, Section 243, requires NDT of pipeline welds to be carried out by persons trained and certified at Level 2 or 3 to IRAM NM ISO 9712 or recognised equivalent international standards, and requires the written, qualified NDT procedures to be signed by an inspector competent to the same standard. A firm selling inspection as an accredited third party additionally pursues OAA accreditation under IRAM-ISO/IEC 17020. What separates firms that clear an audit from firms that collect findings is not the quality of the documentation but whether it describes what actually happens.

| Renewal | IRAM-NM-ISO 9712 is the Argentine adoption of the Mercosur standard NM ISO 9712, whose April 2025 edition is an identical adoption of ISO 9712:2021 and whose previous edition, January 2014, adopted ISO 9712:2012. On that basis the ISO 9712 cycle applies: certificates run five years, are renewed once on evidence of continued visual acuity and uninterrupted activity, and require recertification at ten years. How long does IRAM / OAA audit preparation take?
Document work — the written practice, procedures and quality manual — takes weeks. What cannot be compressed is documented experience and records history: on-the-job hours accrue in real time, and calibration and certification history cannot be back-filled. Firms that start when the audit is scheduled rather than announced clear it without findings.

Can a consultant attend the IRAM / OAA audit?
Yes, and it changes the outcome. Someone who has sat through the same audit at other firms answers in the auditor's own terms, produces the right record without a search, and stops a clarification turning into a finding. The firm still owns every answer — the consultant does not speak for it.
What happens after a IRAM / OAA finding?
A corrective action with a deadline, and evidence of closure at the next audit. Repeat findings are treated far more seriously than first ones, because they show the corrective-action system itself is not working.
Does IRAM / OAA require a pre-audit or gap assessment?
Not as a requirement, but the arithmetic favours it: a gap assessment finds the same evidence problems the auditor would, without the finding attached, and while there is still time to fix them. Firms entering their first IRAM / OAA audit blind typically collect findings that a sampling exercise would have caught.
What the auditor asks to see
- Certificados de calificación IRAM-NM-ISO 9712, Nivel 1, 2 or 3, per method, showing issuing body and expiry date
- Registro de agudeza visual: near vision and colour differentiation, dated within the last twelve months
- Procedimientos escritos de END, calificados y documentados, signed by an inspector competent to IRAM NM ISO 9712, per NAG-100 Section 243 b)(1)
- Registros de Calificación de Procedimientos (RCP/PQR) issued by an Ente Habilitado per IRAM/IAS U 500-138, or by a welding inspector certified per IRAM/IAS U 500-169
- Certificados de Inspector de Soldadura per IRAM/IAS U 500-169 for the visual inspection required by NAG-100 Section 241
- Registro de ensayos no destructivos: number of girth welds made, number tested, number rejected and location of rejections by kilometre post, engineering station or geographic feature, retained for the life of the pipeline (NAG-100 Section 243 f))
- Manual de calidad y procedimientos conforming to IRAM-ISO/IEC 17020 where OAA accreditation is sought, including the impartiality analysis and type A/B/C declaration

Findings to close before the audit
- NDT procedures on file are unsigned, or are signed by someone whose Level III certificate does not cover the method the procedure addresses, contrary to NAG-100 Section 243 b)(1)
- Technicians hold only an employer-issued SNT-TC-1A card with no IRAM-NM-ISO 9712 certificate, and the auditor treats the whole method scope as uncovered for regulated pipeline work
- Certificates expired but technicians still on the job roster; no system tracking the five-year expiry against crew assignment
- Annual visual acuity records missing, or older than twelve months, for personnel on active assignment
- The pipeline NDT register omits rejection locations by kilometre post or engineering station, so the life-of-asset record NAG-100 Section 243 f) requires is incomplete
- Radiographic coverage percentages applied to the wrong location class: at least 10 per cent in Class 1, at least 15 per cent in Class 2, and 100 per cent where possible but not less than 90 per cent in Classes 3 and 4, at major or navigable river crossings, submarine sections and within rail and highway rights of way, with 100 per cent at tie-ins
- Welding inspector competence claimed as "IRAM o equivalente" with no certificate to IRAM/IAS U 500-169 or a demonstrably equivalent international scheme on file
- Accredited scope advertised more broadly than the scope OAA actually annexed to the certificate
