IRAM / OAA Compliance for Inspection Service Providers

Any inspection or NDT service provider working in Argentina on gas transmission and distribution pipelines regulated by ENARGAS, on refinery and petrochemical plant, on Vaca Muerta oilfield fabrication and gathering lines, on nuclear facilities, or on structural and pressure fabrication where the client cites IRAM standards. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.

It also binds any firm seeking OAA accreditation as an inspection body under IRAM-ISO/IEC 17020. Argentina issues no single NDT licence. Two things bind a service provider. First, personnel: technicians are expected to hold certification to IRAM-NM-ISO 9712, the Argentine adoption of the Mercosur standard NM ISO 9712, issued by an accredited certification body rather than by their own employer. Second, where the work is regulated the regulator names that standard directly. ENARGAS NAG-100 Part E, Section 243, requires NDT of pipeline welds to be carried out by persons trained and certified at Level 2 or 3 to IRAM NM ISO 9712 or recognised equivalent international standards, and requires the written, qualified NDT procedures to be signed by an inspector competent to the same standard. A firm selling inspection as an accredited third party additionally pursues OAA accreditation under IRAM-ISO/IEC 17020.

Can an outsourced Level III sign for IRAM / OAA compliance?

Not for the certification itself. IRAM / OAA requires central or third-party personnel certification, so technicians are certified by the scheme rather than by the employer. A consulting Level III still adds value on procedures, documentation, gap assessment and audit attendance — but cannot substitute for the scheme's own certification.

What documents does a IRAM / OAA audit ask for?

The most common failure is a documented system that does not match what the technicians actually do.

What are the most common IRAM / OAA findings?

NDT procedures on file are unsigned, or are signed by someone whose Level III certificate does not cover the method the procedure addresses, contrary to NAG-100 Section 243 b)(1), Technicians hold only an employer-issued SNT-TC-1A card with no IRAM-NM-ISO 9712 certificate, and the auditor treats the whole method scope as uncovered for regulated pipeline work, Certificates expired but technicians still on the job roster; no system tracking the five-year expiry against crew assignment, Annual visual acuity records missing, or older than twelve months, for personnel on active assignment. These recur because they are records problems rather than capability problems — the work is being done correctly and the evidence is not being kept.

Which NDT methods does IRAM / OAA cover?

UT, PAUT, RT, MT, PT, VT, ET, Thickness measurement (ME). Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.

Personnel certification under IRAM / OAA

Central and third-party, not employer-based. IRAM operates an OAA-accredited scheme under IRAM-ISO/IEC 17024, accredited since 2004, certifying to IRAM-NM-ISO 9712; examinations are delivered by IRAM-authorised qualifying bodies (Organismos de Calificación Autorizados) including CNEA's OCA and UTN Facultad Regional Delta. INTI runs a separate OAA-accredited certification body for persons, scope reference OCH-003, using NM ISO 9712 and IRAM 710. An employer's SNT-TC-1A written practice does not on its own produce a certificate Argentina recognises for ENARGAS-regulated work. An outsourced Level III can still sign procedures under NAG-100's "normas equivalentes internacionales reconocidas" wording where he holds a centrally issued certificate such as ASNT NDT Level III.
