SNQC (ABENDI) Compliance for Inspection Service Providers
Individual NDT practitioners rather than firms — but it binds firms hard, because Inmetro's SPIE requirements, Petrobras fabrication inspection specifications and most Brazilian industrial buyers all demand SNQC-certified technicians. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.
Any inspection service provider staffing work in Brazil, including a foreign firm mobilising a crew for a turnaround, must field individually SNQC-certified people in the specific method, level and industrial sector concerned. SNQC is Brazil's national NDT personnel certification scheme. ABENDI began building it in the early 1980s, brought it into national operation at the end of that decade and has issued certificates since the early 1990s under its own scheme document NA-001, which implements ISO 9712. For a service provider this is a hiring and mobilisation constraint, not a company certification to buy: ABENDI certifies people, and a firm demonstrates capability by holding a clean file of its technicians' valid certificates. Certificates are granted per method, per level and per industrial sector, so a technician certified for the oil and petrochemical sector is not automatically covered for steel, aerospace or nuclear work.

What are the most common SNQC (ABENDI) findings?

These recur because they are records problems rather than capability problems — the work is being done correctly and the evidence is not being kept.
Which NDT methods does SNQC (ABENDI) cover?
US — ultrasonic testing, with sublevels including thickness measurement, welds, forgings, laminates, phased array and TOFD, ER — radiographic testing, LP — liquid penetrant, PM — magnetic particle, EV — visual, CP — eddy current, EA — acoustic emission, LT — leak testing. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.
Personnel certification under SNQC (ABENDI)
Central, third-party certification — the single most important fact for anyone selling outsourced Level III services into Brazil. ABENDI issues the certificate as an accredited personnel certification body operating to ABNT NBR ISO/IEC 17024; the employer certifies nobody, and an SNT-TC-1A written practice signed by a contracted Level III carries no standing in the scheme. An outsourced Level III can still write and approve procedures, train candidates and act as a firm's technical authority, but only if that individual personally holds a valid SNQC Level 3 in the relevant method and sector. Foreign ASNT or PCN credentials do not convert automatically; the individual sits SNQC examinations.
The audit sequence
- Application to ABENDI naming the method, level and industrial sector, supported by training and experience evidence.
- Eligibility screening — ABENDI verifies training hours, documented industrial experience and a current vision examination before admitting the candidate to examination.
- Qualification examinations — general, specific and practical components. Level 3 candidates additionally sit a basic examination covering technical knowledge of materials science and process technology, knowledge of the SNQC scheme itself, and knowledge of NDT methods at Level 2.
- Impartial analysis and decision by ABENDI personnel or a committee formally designated for the purpose and not involved in conducting the examinations.
- Formalisation — ABENDI issues the certificate naming the NDT method, level and sublevel, and the industrial sector qualified for.
- Surveillance through the validity period and recertification at its end.
