Third-party inspection in Mumbai means placing a qualified inspector inside your supplier's works to verify that pressure equipment, valves and pumps are built to the purchase order before they ship. What vendor surveillance is, and what it is not
Vendor surveillance is verification that the item being manufactured matches the purchase order, the applicable code, and the specification the buyer paid for. It is not quality control, which remains the vendor's own responsibility, and it is not design review. The inspector does not manufacture, does not supervise the vendor's people, and does not authorise deviations. He verifies, records, and either releases or withholds release. That boundary keeps the evidence clean, and it is the first thing a competent supplier will test.
The distinction matters most when a shop asks the inspector to solve a production problem. An inspector who starts advising on weld sequence or on how to close out a hardness failure has taken on the vendor's responsibility and has compromised his own independence in the same conversation. The correct response is a documented observation and a non-conformance report routed to the buyer, who decides. Buyers who understand this get better inspectors, because the inspector is not being asked to be two things at once.
What surveillance buys is not perfection. It buys early detection and an evidence trail. A plate with the wrong heat number caught at receipt costs an afternoon; the same error found in a hydrotested, painted, insulated vessel at site costs a shipping cycle. Every intervention on an inspection and test plan should be justifiable in exactly those terms, and the ones that cannot be justified should be downgraded to record review rather than kept for form.
The inspection and test plan is the contract for inspection
Nothing downstream works if the inspection and test plan is not agreed and signed before fabrication begins. The plan lists each operation in sequence, the applicable code or specification clause, the acceptance criteria, the record generated, and the intervention level for the manufacturer, the buyer and the third party. A plan that lists operations without naming the acceptance clause is a schedule, not a plan, and it will not survive a dispute.
The failure mode is banal: the vendor issues his standard plan, the buyer's engineer signs it without comparing it against the purchase order, and three months later the buyer discovers that positive material identification was never scheduled on the alloy internals, or that the plan calls for radiography on ten percent of long seams while the purchase order calls for full radiography. By then the joints are painted. Reconciling the plan against the purchase order line by line is a two-hour job that regularly saves weeks.
The plan is also where notification periods are fixed. A hold point with no agreed notice period is unenforceable in practice, because the vendor will always argue that he called. Agreeing the notice period, the notification route and the named recipients in writing removes an entire category of argument, and it is the point at which having one inspector who stays with the campaign begins to pay: he wrote the plan, so he knows what each line was for.
Hold points, witness points, and what happens when one is waived
A hold point stops work. The vendor may not proceed past that operation until the inspector releases it in writing. A witness point requires notification but allows the vendor to proceed if the inspector does not attend within the agreed notice. That single difference decides how much leverage you have, and it is the reason experienced buyers designate hold points at the irreversible steps: material receipt and identification, fit-up before closing, post-weld heat treatment charts before pressure testing, and hydrotest itself.
Waiving a hold point is normal and sometimes correct. The problem is how it is usually done. A call comes at the end of a shift, the vessel is ready for hydrotest, the vessel must ship on Friday, and someone says go ahead. If that waiver is not converted into a written concession naming who authorised it, what compensating evidence will be provided, and which purchase order line it applies to, then the evidence chain has a hole in it that appears months later when the data book is reviewed.
The most damaging waivers are the ones that convert a witness into a record review after the fact. A hydrotest witnessed by nobody independent leaves you with a chart, a gauge calibration certificate and a signature. That may be acceptable. What is not acceptable is discovering at site that the chart pressure hold duration is shorter than the specification requires and that no independent party can speak to what happened in the shop that day. Where that risk exists, independent review of inspection reports at least catches the arithmetic before the equipment leaves.
The codes that actually govern equipment made here
Equipment built in the Mumbai belt is usually built to more than one rulebook at once, and the inspector has to hold all of them. Boilers, economisers and boiler-mounted piping manufactured in India fall under the Indian Boiler Regulations, where components are certified through an approved inspecting authority and the associated forms travel with the material. Unfired pressure vessels destined for international EPC packages are typically ASME Section VIII Division 1 with welding qualified to Section IX, and many shops in the region hold the relevant ASME certificates of authorisation.
Where the end user sits in Europe, the Pressure Equipment Directive applies and a notified body enters the picture, which changes the documentation requirements and often the material certification route. Sour service brings NACE MR0175 and ISO 15156 with hardness limits that must be verified after welding and after any post-weld heat treatment, not before. Valves follow API 600, API 594 and API 6D with ASME B16.34 pressure-temperature ratings; centrifugal pumps follow API 610 with its own test regime for performance, NPSH and mechanical running.
The trap is not ignorance of any one code. It is the assumption that satisfying one satisfies the others. A vessel that meets Section VIII Division 1 does not automatically meet the hardness limits of a sour service specification, and a valve that meets API 600 does not automatically meet a client supplementary requirement for cryogenic testing. In-process surveillance: what you actually stand and watch
Material receipt is where traceability is either established or lost forever. The inspector verifies that heat numbers on the plate, forgings, tubes and bolting match the material test certificates, that the certificates match the grade and specification on the purchase order, and that transfer of identification is witnessed when a plate is cut. Shops that mark cut pieces with a paint pen and no witness produce a data book that cannot be reconciled, and no amount of later documentation repairs it.
Welding surveillance covers consumable control and storage, preheat and interpass measurement against the welding procedure specification, welder identity against the qualification records, and the actual essential variables in use. Post-weld heat treatment surveillance covers the chart, the thermocouple locations against the procedure, the heating and cooling rates, the soak band and the holding time. A chart showing a correct soak with thermocouples in the wrong places proves very little, and this is one of the most frequently accepted weak records in the industry.
Non-destructive examination surveillance is its own discipline. The inspector verifies that the NDE procedure matches the code, that the technician certification is valid on the day, that equipment calibration is current and that the reported parameters fall inside the qualified range of the procedure. Where the vendor's own NDE house produces the reports, an independent read of the radiographs or the ultrasonic data is worth arranging on the critical joints rather than on all of them.
Expediting is a different discipline from inspection
Expediting answers a different question: will this arrive on the promised date. It tracks the fabrication programme against the purchase order delivery, and it works backwards from the bottlenecks, which in this market are usually sub-supplier items rather than the fabricator's own shop. Castings from a foundry, forgings on long lead, imported bolting, mechanical seals and instrumentation all sit outside the vendor's direct control and all fail quietly until someone asks the specific question.
The two disciplines share an inspector but not a report. An expediting report states the current physical progress by operation, the sub-supplier status, the critical path item, the vendor's own recovery plan and a dated forecast. An inspection report states what was verified against what criteria with what result. Merging them produces documents that satisfy neither purpose, and buyers who receive a single blended report usually cannot tell whether a slipping date is a supply problem or a quality problem.
Where a campaign covers several suppliers, the value of a deployed inspector rises sharply, because the same person sees all of the shops and notices that three of them are waiting on the same forging house. That pattern is invisible from a visit-by-visit model. The release package: what must be complete before the note is signed
A release note is not a certificate of quality. It states that the specified inspection activities were carried out, that the item conforms to the purchase order and applicable code as far as those activities can establish, and that the documentation named in the note accompanies the item. It is worth exactly as much as the package behind it, which is why the package is checked before the note is written and not after the truck is loaded.
The package must include the closed inspection and test plan, material test certificates traceable by heat number, welding procedure specifications with procedure qualification records and welder performance qualifications, all NDE reports with the personnel certificates valid on the examination dates and the equipment calibration records, heat treatment charts with thermocouple location diagrams, hardness results where the specification requires them, positive material identification results, the hydrostatic or pneumatic test report with gauge calibration, the dimensional report, the paint and coating report with dry film thickness readings, the nameplate rubbing, and the packing and preservation record.
The single most common gap is a document that exists but is not traceable to the item: an NDE report with no weld map, a material certificate with a heat number that appears nowhere on the fabrication drawing, a hardness result with no location. A data book of unlinked documents passes a page count and fails an audit. Structuring the index by item and by weld, rather than by document type, exposes the gaps while the vendor can still close them.
What goes wrong, in the order it usually goes wrong
First, the inspection and test plan is signed without being reconciled to the purchase order, so the wrong extent of examination is planned. Second, material identity transfer at cutting is not witnessed, so traceability is notional. Third, a hold point is waived verbally under schedule pressure and never converted to a written concession. Fourth, post-weld heat treatment is accepted on a chart whose thermocouple positions do not match the procedure. Fifth, hardness for sour service is measured before the final heat treatment rather than after it.
Sixth, NDE is performed by technicians whose certification is issued under a written practice nobody has reviewed. Seventh, the hydrotest gauge calibration has expired, or the gauge range is wrong for the test pressure, which is a recurring and entirely avoidable rejection. Eighth, the data book is assembled at the end by an administrator rather than compiled during fabrication, so gaps surface in the final week when the vendor has no time and every incentive to argue.
Every item on that list is cheap to prevent and expensive to correct, and none of them requires exotic expertise. What they require is somebody present, with authority, who has read the purchase order. Buyers who tell us their last package arrived with a defective data book almost never have a technical problem, they have an attendance problem.
