Radiographic Testing (RT) Requirements Under CSA W178.1
Radiation safety sits alongside the technical requirement: the radiographer licence, the area control and the dose records are audited as part of the same programme. CSA W178.1, enforced by CSA Group publishes the standard; it is administered and audited by the.: Third-party throughout, and W178.1 adds a constraint that decides the commercial question. Clause 7.
An auditor examining RT asks for source or tube, exposure devices, film or detectors, densitometers, IQIs and the survey meters used to control the area. CSA W178.1 certifies the inspection organization, not the individual. The seventh edition, W178.1:18, was published in May 2018 and reaffirmed as W178.1:18 (R2023). Certification is granted for a defined combination of inspection methods and product categories and is maintained by an annual third-party CWB audit. The organization must have a qualified welding inspection supervisor holding technical control over every welding method in scope, welding inspectors certified to CSA W178.2, NDT personnel certified to CAN/CGSB-48.9712, documented inspection procedures for each product category, controlled equipment maintenance and calibration, and controlled records. The standard is intended to be applied alongside a quality management system such as the CAN/CSA ISO 9000 family.

| Item | What applies | Why it matters |
|---|---|---|
| Regime | CSA W178.1, Certification of welding inspection organizations | Enforced by CSA Group publishes the standard; it is administered and audited by the CWB Group (Canadian Welding Bureau), Milton, Ontario |
| Method | Radiographic Testing (RT) | Needs its own procedure and its own qualified personnel |
| Procedure approval | Per the certification scheme and the client specification | The signature an auditor traces |
| Other methods in scope | VT, UT, MT, PT, ET, ACFM | Each needs separate qualification |
| Renewal | Certification is maintained by an annual third-party audit conducted by the CWB Group under Clause 6; there is no multi-year gap between surveillance visits. The standard itself was published in May 2018 as the seventh edition, superseding editions of 2014, 2008, 2002, 1996, 1990 and 1973, and was reaffirmed in 2023 as W178.1:18 (R2023). CWB quoted the standard document at CAD 180.00 at the time it published its July 2018 change summary; CWB certification, application and audit fees are quoted separately and are not published on the public certification page. | Applies to the personnel certification behind this method |
Does CSA W178.1 require a separate procedure for RT?
Yes. Every method in scope needs its own written procedure, approved by someone qualified in that method, describing technique, equipment, calibration, scanning or coverage, acceptance criteria and reporting. A single combined "NDT procedure" covering several methods is a finding under every regime that names procedures individually.
Who can approve a RT procedure under CSA W178.1?
Approval follows the certification scheme and the governing specification rather than the employer alone. The person approving must hold the scheme's qualification for RT at the appropriate level.
What RT records does a CSA W178.1 audit sample?
The approved procedure, the technician's RT certification on the date of work, and the equipment evidence — source or tube, exposure devices, film or detectors, densitometers, IQIs and the survey meters used to control the area. The auditor works backwards from a finished job, so every item has to reconcile with the report and its stated acceptance criteria.
What is the most common RT finding at audit?
IQI sensitivity not achieved, or radiation area control records missing for the shot. It is a records failure rather than a technique failure — the examination was performed correctly and the evidence supporting it cannot be produced, which under CSA W178.1 is recorded the same way as not having done the work.
Can a technician certified elsewhere perform RT under CSA W178.1?
Where the scheme's certification travels with the individual, yes — that is the point of central certification. Verify the certificate covers RT at the level required and is current, since scope and expiry are what get checked.
What equipment evidence does RT need under CSA W178.1?
Calibration status traceable to the day of use, covering the instrument and its accessories — probes, cables, blocks and reference standards for ultrasonics; sources and densitometers for radiography. An in-calibration instrument with an out-of-calibration reference block fails the same way as an uncalibrated one.
How do RT requirements differ from the other methods in CSA W178.1?
Scope, qualification and evidence are method-specific, so the differences are real rather than administrative. CSA W178.1 also covers VT, UT, MT, PT, ET, and each carries its own procedure, its own personnel qualification and its own equipment evidence.
Personnel certification for RT
Third-party throughout, and W178.1 adds a constraint that decides the commercial question. Clause 7.1, clarified in the 2018 edition after a formal request for interpretation, states that an individual shall only act as the qualified welding inspection supervisor for one welding inspection organization, or for one designated division, office, laboratory or section. A shared or outsourced supervisor across several certified firms is therefore not available. Clause 7.2.2 does permit named delegates meeting defined minimum knowledge and experience. An outsourced Level III's realistic role here is procedure authorship and approval, internal audit and technical support — not holding the supervisor post at more than one client.
